With the further expansion of the scope of economic marketization,the reform of China’s medical system has been deepening.With the increasingly prominent contradiction between the public welfare and the operation of public hospitals,the work enthusiasm and service quality of hospital staff are further reduced.Under the background of the new medical reform,in order to better support the development of public hospitals to public welfare and fully mobilize the enthusiasm of hospital staff,it is particularly important to evaluate the performance of hospital departments and staff.Therefore,combining with the operation characteristics of public hospitals after the new medical reform,constructing a scientific and reasonable performance evaluation system of public hospitals and using mathematical methods to accurately evaluate the performance management level of hospital departments have very important theoretical and practical values for promoting the reform of public hospitals and improving the enthusiasm of hospital staff.This paper studies the performance level of X public hospital and puts forward targeted countermeasures and suggestions and perfect safeguard measures.First of all,the performance appraisal system theory,performance appraisal and other related theories and performance appraisal methods are summarized.Secondly,taking X public hospital as the research object,this paper elaborates the status quo of the performance evaluation system of X public hospital,and systematically analyzes the existing problems and causes of the system.Then,based on the balanced scorecard,a performance evaluation system for public hospitals was constructed with departments as the evaluation object,including four dimensions of finance,customer,internal operation and learning and growth.The weights of each index were determined by subjective and objective weighting methods.Finally,taking the department of neurology as an example,the fuzzy comprehensive evaluation model was used to accurately evaluate the performance of the department of neurology and analyze the evaluation results.Based on the analysis of the measurement results,targeted measures were proposed and the guarantee mechanism for improving the performance evaluation system of public hospitals was established.This study not only improves the performance evaluation system of public hospitals,but also provides some suggestions for other public hospitals that are carrying out performance management,which can further enrich the relevant theoretical system of hospital performance evaluation and,to some extent,provide scientific basis and theoretical reference for the design and improvement of hospital performance evaluation system. |
