Objectives: The purpose of the article is to establish a Performance Evaluation of clinical departments of Public hospital that based on the Balanced Scorecard principle, combined with TOPSIS hospital 2015 performance appraisal results are sorted and evaluated.Method: the Method of Literature Research, through access to domestic and foreign literatures and network database, understand the current on the hospital clinical department performance evaluation system and the balanced score card evaluation system of basic principle, research methods and related applications, from audition performance evaluation indicators. 2. The Expert Consultation Method was formed in tertiary hospital, medical,nursing, performance management, finance, director of clinical departments, personnel,information and statistics of professional, has experienced management experts as members of the group of experts, to the group of experts questionnaire, the primary index made questionnaire distributed to them, according to the expert feedback survey results finishing,induction, statistics and revised according to the index system. 3, Analytic Hierarchy Process(AHP), according to the expert questionnaire feedback results, the importance of factors of three levels of pair wise comparison, in order to construct the judgment matrix of evaluation index, based on qualitative and quantitative analysis, thus obtains the weight of every index values. 4, TOPSIS method, through the calculation of the clinical departments in 2015 performance indicators and the best, the worst to the distance to sort, evaluation of test results of the performance of the object.Results: After two rounds of expert consultation, and ultimately selected four first grade indexes, 9 second-class indexes, and 23 third level indexes, establish suitable for goals of the hospital clinical departments of the Balanced Scorecard performance evaluation system, and come to the hospital in 2015 the clinical department performance ranking, to carry out of the department objectives rewards and penalties.Conclusions: Can be widely used in public hospital clinical department performance evaluation of using Balanced Scorecard system of hospital clinical department performance appraisal, and the TOPSIS method to rank of performance, to achieve the strategic objectives of the hospital and improve the performance of management, enhance the management level has an important role.
