As an important role of the health system,public hospitals play a vital role in adhering to the comprehensive deepening of medical reforms and the implementation of the Healthy China Initiative in order to achieve higher quality and higher levels of national health.From 2009 to the present,after 10 years of exploration and practice,various policies have been implemented on the public hospital platform and have produced corresponding effects.Next,it is necessary to carry out performance evaluation of the reform results at this stage.Performance is the vane,and effective performance evaluation can promote the orderly development of reforms,especially guiding public hospitals to adhere to public welfare and implement functional positioning.Through the construction of public hospital performance evaluation index system covering medical quality,service efficiency,sustainable development,patient satisfaction and other aspects,the comprehensive evaluation of the operation effect,promote the continuous improvement and perfection of hospital management,enhance the comprehensive competitiveness of the hospital,and continue to provide high-quality services for the masses.This article uses a combination of case analysis and expert consultation to study the selected topics.First of all,the theory of balanced scorecard,performance evaluation and related theories of public hospitals are explained to provide theoretical support for the following article.Secondly,taking R public hospital as a case,after understanding and obtaining relevant information on the spot,it introduces the comprehensive reform process of public hospitals and the basic situation of R public hospital,describes and analyzes the current performance evaluation of the public hospital,and addresses its existing problems.Such as lack of clear strategic objectives,incomplete performance indicators,Performance management lacks communication,the balanced scorecard was introduced to build a performance evaluation indicator system.Then,on the basis of the four dimensions of the core of the balanced scorecard: finance,customers,internal processes,and learning and growth,the public welfare dimension was added,and the expert consultation method was used to design performance evaluation indicators from these five dimensions,and the analytic hierarchy process was used.Determine the weight of each indicator and determine the evaluation criteria.Finally,use the established balanced scorecard performance evaluation system to analyze the overall effectiveness of the case hospital in 2019,and propose ways to improve performance: first,strengthen financial and internal management,optimize processes;second,To promote the development of talented hospitals,focus on the development of key specialties,and enhance soft power;the third is to strengthen the implementation and supervision of the core medical system,the safety management of key diseases and operations,and to build a strong line of defense;the fourth is to continue to promote the construction of convenient facilities for the people and strengthen Public health work demonstrates the nature of public welfare.It provides some reference for the construction of performance evaluation system of public hospitals. |
