| People’s security at the grassroots level is the cornerstone of national security.Coordinating security and development is an important principle for our Party to govern the country.In recent years,the situation of public health security has become increasingly severe,and the risks sprout frequently at the grass-roots level.Whether the township government can effectively deal with them not only directly affects the lives and health of the people at the grass-roots level,affects the economic and social development,but also affects the stability of the social governance at the grass-roots level.Therefore,the research on public health emergency management of township government has certain theoretical and practical significance.This paper selects the township government’s emergency management of public health emergencies as the research content.On the basis of literature review,case analysis,field visits,interviews and research,it takes the theoretical framework of 4R crisis management as the logical starting point of practical case analysis to build a phased analysis framework.Taking the emergency practice of M Town government as a case,this paper deeply analyzes the problems exposed in the process of emergency management,explores the causes from multiple levels by combining the theory of collaborative governance,analyzes the problems from the four stages in the process of emergency management,explores the causes,and proposes the improvement measures and improvement directions.This paper is roughly divided into five parts,the first part is a brief description of the research background,theoretical status,ideas and methods;The second part focuses on the elaboration of relevant important concepts,summarizes the main viewpoints of classic crisis management theories,and explains the research and development trends of the emerging collaborative governance theory,which provides theoretical reference for the following articles.The third part focuses on the specific content and principles of the public health emergency management of the grass-roots township government to provide norms and standards for subsequent case analysis.The fourth part takes the two emergency actions of M town government in public health emergencies as a case of practical analysis.Firstly,the organizational structure of emergency management of M town government is explained.Secondly,the background of the two emergency actions and emergency management measures at each stage are described respectively,so as to facilitate the analysis of the following problems.The fifth part focuses on the prominent problems of township governments in the various stages of emergency management,such as insufficient prevention and emergency preparedness,weak emergency monitoring and early warning,insufficient emergency disposal capacity,limited emergency recovery,etc:from the emergency management consciousness,monitoring and early warning system,personnel team,organization and operation mechanism,emergency culture environment,etc.The sixth part is aimed at the problems and causes,on the basis of the accumulation and summary of practical work experience,positive thinking,respectively from five aspects to improve the grass-roots township government emergency management level put forward feasible suggestions. |
