Emergency Management Of Public Health Emergencies In Huai’an City And Countermeasures

From the infectious atypical pneumonia in 2003,to the H7N9 avian influenza in2013,the Qinghai plague in 2014,the Changchun vaccine incident in 2018,and the outbreak of new coronavirus infections,the study of emergency management of public health emergencies has attracted increasing attention.The national response initiatives and prevention and control policies have positive implications for controlling the spread of new coronavirus infection epidemics and guiding citizens to develop health protective behaviors.Since the new coronavirus infection has not been completely eliminated and the situation of epidemic prevention and control is still severe,the continuous improvement of national and local emergency management of public health emergencies has formed an inevitable trend in order to effectively respond to the increasingly complex public health emergencies,which has triggered continuous attention from government units and lively discussions in academia.Huai’an City has made some achievements in emergency management of public health emergencies,but the occurrence of the new coronavirus outbreak has revealed the shortcomings in emergency management of public health emergencies.Through the study of domestic and foreign literature,the literature analysis method,questionnaire survey method and comparative analysis method were used to analyze the theories of public crisis management,"MPRR" theory model and collaborative governance theory to analyze the emergency management of public health emergencies in Huai’an.Using the questionnaire,the problems in the management of public health emergencies in Huai’an were summarized based on the analysis of relevant data,which were reflected in the weak prevention of crisis awareness,lax prevention and control of key places,insufficient attention to key populations,and insufficient material reserves.Combined with the actual work,in-depth analysis of the reasons for the emergence of problems,mainly emergency management system foundation is not firm,emergency plans are not strong enough to operate,public health resources to protect imperfect and emergency personnel management capacity is lacking.Finally,drawing on the experiences and practices of three countries,namely Japan,the United States and the United Kingdom,and three cities,namely Beijing,Guangzhou and Tianjin,the theoretical model "MPRR" is applied to propose countermeasures to prevent the risk of public health emergency management,improve the emergency protection capacity of public health emergencies,bring into play the effectiveness of collaborative management of public health emergencies,and improve the compensation and accountability mechanism of public health emergencies.
