Study On The Collaborative Mechanisms Of Governmentin Public Health Crisis Management

Globalization has become an irreversible world situation.Since the emergence of the novel coronavirus pneumonia at the end of 2019,it has spread rapidly,endangering the vast majority of countries and regions around the world.This public crisis has seriously affected human life,health,safety and economic growth.In the face of modern cross-regional public crisis events,the traditional low-efficiency and high-cost crisis management model has been unable to cope.Combined with crisis management theory,this paper fully investigates and analyzes the current situation of government collaborative governance in public health emergencies in Zhangjiagang City and other domestic cities,and draws on foreign experience in government collaborative governance of public health incidents to propose its own exploratory design plan for Zhangjiagang City.Firstly,it expounds the important position of public health crisis management in social life,compares and analyzes the research status of government collaborative governance in public health management at home and abroad,and introduces the main research methods of investigation method,literature research method and comparative analysis method used in this paper.And give the research ideas and flow chart of this paper.Secondly,define the basic concepts of public health emergencies and emergency management models,discuss the connotation,characteristics,harm and impact of public health emergencies;introduce the theoretical basis of crisis management theory and synergy theory.In view of the cross-regional public crisis events under the new crown epidemic,the special nature of the current round of the new crown epidemic is analyzed,and the survey method,literature research method and comparative analysis method are comprehensively used,combined with the related cases of new crown pneumonia nationwide,from the three internal mechanisms of collaborative governance.——The main body collaboration,interest coordination and information sharing mechanism started,analyzed the typical cases of major domestic cities in the prevention and control of the new crown epidemic,and systematically expounded the characteristics of the cross-domain public crisis governance coordination mechanism.Then,this paper analyzes in detail the current situation of government collaborative governance in the public health crisis management of the new crown epidemic in Zhangjiagang City.The reasons for the existence of the collaborative governance mechanism are discussed separately from four aspects.Finally,on the premise of introducing the theory of coordination governance in detail,the relevant experience of the prevention and control of the new crown epidemic at home and abroad is summarized.Based on the principles of friendly cooperation and interaction between subjects,coordinated and balanced interests,and sufficient information sharing,the paper respectively aims at the coordination of public health crisis management in Zhangjiagang City.For the problems existing in the governance mechanism,relevant governance measures and approaches are proposed from the four aspects of government,medicalcare,network and publicity,and a basic idea is put forward for Zhangjiagang City to improve the public health crisis management and government collaborative governance mechanism.
