Study On The Optimization Of Research Project Management Process In Public Hospitals In The Context Of "Decentralization,Management And Service" In The Field Of Science And Technology

In 2015,the State Council proposed the implementation of the "decentralization,strengthening supervision and improving service" reform,which is planned to cover all areas of public affairs management over a number of years.In the year of 2016,the country began to implement the "decentralization,strengthening supervision and improving service" reform of the scientific research management system in the field of science and technology.In the year of 2020,Zhejiang Province included "life and health" as one of the three highlands of scientific innovation to be supported by the science and technology authorities,and public hospitals are the mainstay of such project.Due to the constraints of heavy clinical operations,scientific researchers in public hospitals,especially medical staff,have limited energy to carry out scientific research,and there are often problems such as project declaration rather than specific implementation and irregular use of funds,which is not conducive to the development of hospital scientific research management mechanism and also restricts the improvement of hospital scientific research level.As an important carrier to promote the development of scientific research,public hospitals need to implement the concept of "decentralization,strengthening supervision and improving service" into the practice of scientific research project management,improve the relevant systems and regulations,reduce the burden of scientific researchers,and release the vitality of scientific research.In this paper,we take Zhejiang L Hospital as an example and analyze the research project management of public hospitals under the background of the reform of "decentralization,strengthening supervision and improving service".The article will first systematically review the literature related to the optimization of science and technology management services and research project management institutions in the context of "decentralization,strengthening supervision and improving service",explain the concepts of "decentralization and service management" reform and research project management,and the process of research project management in public hospitals,analyze the necessity of scientific research project management process optimization under the reform of "decentralization and service management" in science and technology field.Then we introduce the research project management process exploration and practice of L hospital under the framework of the concept of "combining management and administration,optimizing service",and find that since the national reform of "decentralization and service management" in science and technology,L hospital has optimized the original research project management process and achieved significant results.The results have been very promising.Through questionnaires and interviews,the article evaluates and analyzes the research project management of L hospital and finds that the research management level of the hospital has generally become standardized and efficient,but there are still problems such as lack of professional guidance for researchers to declare projects,cumbersome procedures for project funding reimbursement,and unclear authority and responsibility of functional departments,which to a certain extent have caused the role of the research management department to be dwarfed,and also discouraged researchers to participate in scientific innovation.In view of this,this paper proposes the direction of optimizing research project management in public hospitals,including the basic ideas of optimizing the process design,promoting the information construction of the management process and transforming the process management concept.
