At the end of 2019,the COVID-19 broke out and spread rapidly throughout the country and even the world.In order to win the battle of epidemic prevention and control,the Central Committee of the Communist Party of China and the State Council attach great importance to it.Each province,city,region,and municipality directly under the central government also proposes different epidemic prevention and control measures based on the outbreak situation,population structure,economic development status,disease prevention and control level,and other factors in the local area,under the guidance of the National Health Commission.This paper selects the organizational management of COVID-19 prevention and control in X District,K City,Yunnan Province as the research object,follows the research idea of theoretical learning,realistic description,investigation,problem analysis,cause analysis,and countermeasures,and uses research methods such as questionnaire survey and case analysis to obtain research data related to the collaborative management of COVID-19 prevention and control in X District,K City.According to the theoretical framework model of collaborative governance,taking the current situation of the organization and management of the COVID-19 prevention and control collaborative governance in X District of K City as the entry point,and combining with the survey data,the problems in the collaborative governance of epidemic prevention and control in this district are revealed.This mainly includes four dimensions: insufficient collaborative governance between government departments in the jurisdiction,barriers to cross regional collaborative governance,insufficient cross level collaborative governance,and insufficient collaborative governance between the government and society.Combined with the theoretical framework model of collaborative governance,this paper puts forward optimization countermeasures and suggestions for the collaborative governance of COVID-19 prevention and control in X District of K City:first,the Party building leads the collaborative governance of multiple subjects to create common value goals;The second is to continuously improve the supporting systems for collaborative governance such as emergency management and supervision management,providing guarantees for the smooth progress of collaborative governance activities;Thirdly,continuously improving the collaborative governance ability of cadres;The fourth is to break the external constraints of collaborative governance by strengthening the application of big data and internet technology,expanding economic sources,etc. |
