| With the rapid advancement of industrialization,urbanization and globalization,human society has entered a risk society.Diverse risk sources,complex risk propagation paths and cascading risk consequences have intensified the uncertainty of risk and brought great challenges to urban community governance.It is found that the urban community governance during the unitary system shows the characteristics of rigid control,while the urban community governance during the reform and opening-up period shows the characteristics of flexible management,both of which have their own advantages and shortcomings at the same time.In the context of risk society,urban community governance faces the dual constraints of complex social situations and expanded public participation,which drive the integration of rigid control and flexible management in urban communities-towards resilient governance.In order to better achieve resilient urban governance,this paper adopts a case study approach,using the New Crown Pneumonia epidemic as a window of observation,and chooses Community C in City M as the case object to observe the urban community governance patterns under the sudden public health crisis.It was found that during the New Crown pneumonia epidemic,urban community governance in Community C showed six levels of deficiencies and shortcomings,including lack of organizational resilience and dynamic debugging,lack of emergency response mechanism and fault tolerance mechanism,lack of social mutual assistance and lagging emergency culture,slow integration of wisdom and obstruction of information collaboration,weak infrastructure and dynamic imbalance of resources,and involution of section-level capacity and lack of complex response,which seriously affected the urban community governance effectiveness.In order to better realize the resilience of urban communities and cope with the complex situation of risk society,this paper proposes targeted optimization from"organizational-institutional-social-technical-physical-capacity"."In order to better realize the resilience of urban communities and cope with the complex situations of risk society,this paper proposes targeted optimization strategies at six levels,namely,enhancing organizational coordination and achieving dynamic balance;improving emergency systems and shaping learning mechanisms;establishing emotional ties and creating a mutual aid atmosphere;building a smart platform and promoting data interaction;improving facilities and equipment and rationalizing spatial layout;and strengthening capacity building and solidifying the internal foundation.Overall,through the analysis of the historical evolution of China’s urban community governance model and the discussion of the constraints of urban governance in risk society,this paper advances the research on the necessity of resilient urban community governance.In addition,the six-factor model of urban community resilience proposed in this paper enriches the theoretical boundary of urban community resilience governance to a certain extent,and the six-level optimization strategy of "organizational-institutional-social-technical-physical" proposed based on this model also provides an opportunity to achieve better urban community resilience governance.-The six levels of optimization strategies based on this model also provide some policy references for achieving better urban community governance. |
