The report of the Party’s 20 th National Congress in 2022 mentioned the work plan of "promoting people-centered new-type urbanization and accelerating the citizenization of the rural migrant population".Improving social security for off-farm workers is of great significance to promote new-type urbanization.In the urban labor market,most off-farm workers,as a vulnerable group,can only work in high-intensity and high-risk industries so as to have a high actual demand for medical services.However,a series of problems lead to make it difficult to solve the medical needs of off-farm workers,such as the incomprehensive coverage of social security for off-farm workers,absence of medical security for off-farm workers and so on.Therefore,improving the basic medical insurance system for urban workers,expanding the coverage of medical insurance for off-farm workers and reducing the medical burden of off-farm workers can effectively increase the sense of urban integration of off-farm workers and promote the citizenization of off-farm workers,so as to achieve the goal of equal basic public services.Based on the dynamic monitoring survey data of China mobile population in 2018,this thesis analyzes the influencing factors of off-farm workers’ participation in the basic medical insurance for urban workers in Guangdong province through the binary Logistic regression model.The non-linear Blinder-Oaxaca decomposition model is used to comprehensively analyze the impact of household registration system on off-farm workers’ participation in basic medical insurance for urban workers in Guangdong Province.The results show that,first of all,employment characteristic is the most important factor affecting off-farm workers’ participation.Secondly,counterfactual estimation analysis finds that the tendency of off-farm workers to participate in basic medical insurance in Guangdong province is lower than that of the mobile population with urban household registration,which verifies the conclusions of descriptive statistics and regression models.Finally,the Blinder-oaxaca nonlinear decomposition result shows that the insurance participation difference between urban migrant population and rural workers in Guangdong Province is mainly due to the characteristic difference,and the contribution of household registration difference to the insurance participation difference is 20.26%,and the difference is mainly manifested as "preferential treatment" for urban household registration mobile population,and Duncan coefficient shows that the household registration difference of the participation rate of basic medical insurance for urban workers caused by the difference of employment distribution is improved among the new generation of off-farm workers.Finally,based on the research conclusions and the current problems of off-farm workers’ participation in insurance,some relevant policy suggestions are put forward: improve the education level and insurance consciousness of off-farm workers;Strengthen supervision over enterprises to protect the basic rights and interests of Off-farm workers;Actively promote the citizenization of off-farm workers;Vocational training should be provided to off-farm workers to reduce differences in employment opportunities.People-centered new urbanization is a key construction task in China modernization development.Improving the basic medical insurance system of off-farm workers and urban workers is of great significance to the new urbanization construction.Therefore,the government should further improve the basic medical insurance system for urban workers,gradually eliminate the impact of household registration differences,enhance the self-identity of off-farm workers,and steadily and orderly promote the citizenization of off-farm workers,so as to solve the worries of achieving equal access to basic public services by 2035.
