The occurrence of public health emergencies often brings additional risks to food safety.Either the COVID-19 on cold chain packaging or the H1N1 virus that was initially misnamed “swine flu” has caused public concern and anxiety to food safety,further intensifying the issue of food safety in China.Food and its safety are of paramount importance to the people and the country.Food safety risk communication plays an important role in addressing food safety risks and problems.The public,as the ultimate bearers of food safety risks,plays a special role and needs effective information from food safety risk communication for the prevention and mitigation of risks.This paper discusses what information the public wants to acquire in food safety risk communication and how to communicate the information under public health emergencies,from the perspective of the public.Practical work is as follows:Firstly,in this thesis,we studied the textual data of “food safety” on the Weibo platform during the epidemic,and conducted textual analysis through the Latent Dirichlet Allocation model to explore the public needs for food safety information during public health emergencies.We also analyzed the evolution of the public’s information needs at different stages and found the pattern of changes in the public’s information content needs.The results of the text analysis showed that the public’s needs for information on food safety supervision and school food safety should not be ignored at any stage of the epidemic;after the epidemic,the public’s needs for information turned to cold-chain food safety,prevention and control of epidemics in food production,processing and operation sites,and so on;and during the more serious stage of the epidemic,the public’s demand for information on food supplies should be focused.In the more serious stage of the epidemic,we need to focus on the public’s information needs related to food supply.Then,we used the food supply chain as the main route to integrate the potential information needs found in previous studies with the information needs of the public obtained from the textual analysis,to build a framework for the public’s food safety information needs in the context of normalized epidemic prevention and control,and to clarify the public’s needs for food safety information content.Secondly,based on the customer satisfaction model,public attitudes and perceived risks,we constructed a research model about the factors related to the satisfaction with food safety risk communication under public health emergencies.And we designed a questionnaire based on the research model and the public’s food safety information content needs,to investigate the public’s perceptions of how food safety risks are communicated.In the empirical study,the satisfaction model was analyzed using structural equation modeling to determine the factors related to public satisfaction.According to the results of the empirical study,the better the public perceived quality and the higher the expectations,the more satisfied the public was with food safety risk communication;perceived risk had a significant negative effect on public satisfaction;and the effect of public attitude was not significant.Finally,based on the results of the above study,we proposed a food safety risk communication strategy for public health emergencies in terms of both information content and communication methods: the information provided in risk communication should include both conventional food safety information and new risk information added during an epidemic,and the changes in public information needs during each phase of a public health emergency;In risk communication,it is necessary to control public perception of risk,optimize the quality of communication,understand public expectations,and guide the participation of all communication actors.The results of this paper are important for future food safety risk communication during public health emergencies.
