Research On The Optimization Of Medical Insurance Handling Services For Urban And Rural Residents In Ningxia From The Perspective Of Holistic Governance

The management of medical insurance handling service is related to the vital interests of the people and the well-being of the people.Optimizing the medical insurance handling serviceor urban and rural residents is an inevitable requirement for building a service-oriented government.Since the basic medical insurance system for urban residents and the new rural cooperative medical insurance system were unified into the basic medical insurance system for urban and rural residents,it has integrated management resources,improved service efficiency,and further raised the level of coordination and security.Since the implementation of institutional reform in 2018,the functions of medical insurance for urban and rural residents have been transferred to the Medical Security Administration,which has undergone major adjustments and reforms in its management system,functional allocation,institutional setup,staffing and operating mechanism.This reform has especially strengthened the management and construction of public services.However,the implementation and institutional reform of the medical security system are still in the run-in stage,which makes the reform to a certain extent restricted by the service level of the medical handling insurance.There is still a certain gap between the service level of the urban and rural medical handling insurance and the expectation of the insured people.Based on the perspective of holistic governance theory,this paper uses literature analysis,questionnaire and interview methods,and takes Dawukou District of Shizuishan City,Ningxia Hui Autonomous Region as an example to study the optimization of medical insurance handling services for urban and rural residents in Ningxia.First of all,starting from the definition of related concepts,the meaning of urban and rural residents’ medical insurance and medical insurance handling services for urban and rural residents is clearly defined,and the convergence and applicability of the holistic governance theory and urban and rural residents’ handling services is found.This paper analyzes the development and connotation of the holistic governance theory,and expounds the enlightenment on optimizing the medical insurance handling service for urban and rural residents from the four dimensions of value goal,governance means,governance tools and organizational mechanism emphasized by the holistic governance theory.Secondly,the present situation of medical insurance handling services for urban and rural residents in Dawukou District was summarized,including the main contents and main practices of medical insurance handling services for urban and rural residents.Through the results of questionnaire survey and interviews,the problems in the medical insurance handling service for urban and rural residents were found out: first,the construction of service window was weak and the satisfaction was poor;Second,the department coordination is poor,and the mechanism is not perfect;Third,the function of information system is limited and data sharing is not smooth;Fourth,the number of handling personnel is small and the business capacity is weak.The main reasons are as follows: lack of service supply consciousness,organizational management fragmentation,poor information construction,insufficient resources and uneven allocation.Finally,on the basis of the shortcomings of the summary and under the guidance of the integrity governance theory,the author puts forward some suggestions for the optimization of the medical insurance handling services for Ningxia urban and rural residents in the future.One is to broaden service channels and focus on the needs of the masses.Through attaching importance to public participation and strengthen window construction;and paying attention to all kinds of people,provide care services.The second is to enhance coordination and integration and realize the collaborative mechanism.Through extending service tentacles based on service items;and building a collaborative mechanism to improve service efficiency.The third is to strengthen the construction of information,and break the sharing barriers.Through improving technical support,strengthen network construction;and building an information platform to enhance data sharing.The fourth is to optimize human resources and build the service system.Through attach Scientific staffing,enhance business capacity;Carry out cross training and weave secret service network.
