Study On The Operation And Management Of County Medical Community In QL County Of Sichuan Province From The Government’s Perspective And Countermeasures

Under the current hierarchical treatment model,medical institutions at all levels have their own clear functions and service positioning.However,when the public goes to the county hospital even for minor diseases,the grassroots hospital is unattended and medical resources are not optimally utilized.To solve this dilemma,the government of QL County,Sichuan Province,explored the formation of a new order of orderly medical care using the county-level medical community model.QL County was designated as a national pilot county-level medical community in 2019,making the county-level medical community operation and management of the QL County government representative.Therefore,this study analyzes the operational effectiveness of county-level medical community operation and management in QL County from the government’s perspective and the problems that exist in the operation and management of county-level medical communities by the QL County government,and proposes corresponding countermeasures and suggestions to provide a theoretical basis and reference for promoting the construction of county-level medical communities in QL County.This study takes QL county health care community as the research object,adopts literature method,survey method,interview method and other research methods,uses public goods theory and stakeholder theory as the theoretical basis,elaborates the current situation of QL county health care community development,and finds that the operation and management of QL county health care community has supervision and management,assessment and evaluation are not in place,financial subsidies are not implemented,benefit compensation mechanism is not perfect,uneven distribution of medical resources We found that the problems of supervision,management and evaluation were not in place,the financial subsidies were not implemented,the compensation mechanism for benefits was not perfect,the distribution of medical resources was not balanced,the effectiveness of the up-and-down linkage mechanism was not sufficient,the functional positioning of medical institutions at all levels was not clear,and the related policies were not publicized enough.The reasons for the above problems were analyzed in depth with relevant theories,and it was concluded that it is feasible for QL County to carry out the county-level medical community construction model,and the county-level medical community model is worth implementing and has room for development.We propose countermeasures to improve the quality and effectiveness of the operation and management of county-level medical communities in QL County by strengthening supervision and management,increasing financial subsidies,improving the benefit compensation mechanism,optimizing the integration of medical resources,establishing an effective and feasible upward and downward linkage mechanism,strengthening the functional orientation of medical institutions at all levels,and strengthening policy publicity and guidance.
