Based On The Shanxi Model Of Compact County Medical Community Research On Digital Empowerment Of Township Medical Services

ObjectivesBased on the close medical community construction of a county medical group in Shanxi Province,the township hospitals of a county medical group in Shanxi Province were studied by using digital empowerment theory to explore the mechanism of information construction on the medical service ability of township hospitals under the background of close county medical community construction,so as to help township hospitals improve their medical service ability and provide theoretical basis for the realization of hierarchical diagnosis and treatment.ContentsWe reviewed the relevant measures taken by the state and Shanxi Province to improve the medical service capacity of township hospitals in each historical stage,and summarized the characteristics of each stage from the perspective of empowerment.Under the background of the construction of compact county-level medical communities,the mechanism and underlying logic of the digital empowerment of township health centers by information construction are analyzed,and the importance of information construction to the construction of compact county-level medical communities and the improvement of the medical service ability of township health centers is clarified.We empirically analyze the impact of information construction on the medical service ability of township hospitals to verify the role of information construction in digital empowerment of township hospitals.MethodsLiterature research method was used to systematically review the relevant theories and comb the historical context of the national empowerment of township hospitals.According to the principle of theoretical sampling,a county medical group in Shanxi Province was selected as the research object.Through the case analysis of a county medical group in Shanxi Province,the empowerment mechanism of information construction on township hospitals under the construction of close county medical community was explored,and the effect of information construction on the improvement of medical service ability of township hospitals under the construction of close county medical community was evaluated by constructing a double difference model.Results1.case study analysis found that : based on coding,29 initial concepts,10 categories and 4 main categories related to information construction are obtained.It is found that in the process of building a close county medical community,digital empowerment needs to establish three mechanisms: standardization and standardization based on information sharing,resource coordination under open structure,and professional division under collaborative rules.2.Differential modeling found: Based on the micro data of township hospitals in 78counties(cities,districts)in Shanxi Province from 2017 to 2020,the policy evaluation of the impact of digital empowerment of information construction on the medical service ability of township hospitals was carried out.It was found that digital empowerment of information construction in township hospitals had a significant impact on the number of total visits and bed utilization in township hospitals,and digital empowerment was positively correlated with the number of total visits in township hospitals.The stronger digital empowerment,the higher the total number of patients in township hospitals.However,it was negatively correlated with bed utilization rate.The stronger digital empowerment,the lower the bed utilization rate of township hospitals.Conclusions1.Policy measures to improve the capacity of township hospitals to provide medical services in each historical period have been formulated in the light of the actual situation at that time and can be effective.2.For building a close county medical community,information construction is a necessary condition to expand organizational boundaries and control the cost of internal management coordination;Innovative division of labor and cooperation within the medical community based on information construction is the key to improving the medical ability of township hospitals.3.Digital empowerment in the context of close county medical community construction can effectively improve the medical service capacity of township hospitals;In addition,the positive effect of medical income and external economic development level of township hospitals on their medical service ability cannot be ignored.SuggestionsThe role of information construction in building a compact county medical community and improving the medical service ability of township hospitals cannot be ignored.Local governments can strengthen information construction in combination with the actual situation to promote the construction of county medical community,improve the medical service ability of primary medical institutions,and play the role of primary diagnosis,so as to promote hierarchical diagnosis and treatment.
