China established the basic medical insurance for urban employees in 1998,established the new rural cooperative medical system in 2002,and established the basic medical insurance for urban residents in 2007,improving the problem of "difficult and expensive medical treatment" for residents.With the improvement of China’s urbanization level and rapid economic development,the medical insurance system established under the division of urban and rural areas has problems such as different rules,separation of management,and low efficiency.Various medical policies and resources are skewed towards the city,resulting in uneven development of urban and rural medical care.On January 12,2016,the "Opinions of the State Council on the Integration of the Basic Medical Insurance System for Urban and Rural Residents"(GF [2016] No.3)was issued,which established the basic medical insurance system for urban and rural residents(referred to as "urban and rural residents’ medical insurance").Urban and rural residents’ medical insurance has greatly promoted China’s livelihood projects.But can this policy meet the medical needs of residents? Is there a problem with the current policy text? What is the executive capacity of the policy executive body? How much recognition does the target group have for the policy? What is the current policy implementation environment? These issues are worth exploring and pondering.This study mainly uses the methods of literature collection,questionnaire survey,and structured interview to conduct field research and analysis on the medical insurance policies of urban and rural residents in Yinjiang County.The implementation effect of the medical insurance policies is obvious,the coverage rate of medical insurance for permanent residents has reached over 98%,but there are also problems such as inadequate policies themselves,low efficiency of the implementation body,weak willingness of target groups to participate in insurance,and unsatisfactory implementation environment.Based on this,this article introduces the Smith policy implementation process model to conduct research and analysis on the reasons that affect the effectiveness of health insurance policy implementation,and proposes suggestions to improve some policy documents,improve the efficiency of the implementation body,enhance the enthusiasm of target groups to participate in insurance,and continuously optimize the policy implementation environment.Exploring and analyzing the current medical insurance policies for urban and rural residents in Yinjiang County from the perspective of public policy implementation is expected to provide reference for the implementation and adjustment of medical insurance policies for urban and rural residents in the new era in practice;Theoretically,it can enrich the theoretical content of medical insurance policies for urban and rural residents in China and expand the application scope of Smith’s theory.
