Research On Legislative Protection Of Intangible Cultural Heritage In Geser,Inner Mongolia

Geser is the protagonist of the Mongolian heroic epic "Geser",which is widely circulated in Inner Mongolia,Xinjiang,Qinghai and other regions of our country,becoming a heroic epic with regional characteristics and an integral part of the excellent traditional culture of the Chinese nation..In the oral narrative tradition,the stories of the heroes of Geser continue to be passed on and developed.Various folk literature such as "Geser" epic,Geser’s customs and legends,Geser’s exhortation poems,sang of Geser,Geser’s praises and Geser’s songs have formed with historical relics such as the Geser Temple.Colorful Geser culture.The "Gasser" epic has been passed on by word of mouth among artists,making it a living intellectual legacy.In 2006,"Gesar" was included in the National Representative List of Intangible Cultural Heritage,and in 2009,it was included in the UNESCO "Representative List of Intangible Cultural Heritage of Humanity" together with the Tibetan "Gesar".Based on the relevant research results of predecessors,this paper uses the theories and research methods of law,ethnology,anthropology,literature,history and other disciplines,combined with the "hometown of Geser culture"-Balinyouqi,Chifeng City,Inner Mongolia,and Geser The status quo of the protection of material cultural heritage,to explore its existing problems and root causes,and through the practical experience of Gansu Linxiahuizuzizhi Prefecture and Hungary on the protection of intangible cultural heritage,put forward relevant legislative protection suggestions,hoping to help Geser intangible cultural heritage.The protection,inheritance and innovative work of heritage bring new theoretical inspiration and promotion.In addition to the introduction and conclusion,this paper consists of four chapters:Chapter 1: The connotation and protection basis of Geser’s intangible cultural heritage.Through the description of the manifestations of Geser intangible cultural heritage and the development process of the material carrier of Geser Temple,the theoretical basis and legal basis for the protection of Geser’s intangible cultural heritage are explained,and the protection of Geser’s intangible cultural heritage is explained.The importance of heritage.The second chapter: the status quo and existing problems of the protection of intangible cultural heritage in Geser,Inner Mongolia.Through on-the-spot investigation on the protection of Geser intangible cultural heritage,the objective theoretical analysis is made on the problems existing in the inheritance ability of inheritors,the role of subsidy funds,the project planning of Geser Temple and the construction of database.Chapter 3: The experience and inspiration of the legal protection of intangible cultural heritage,through the analysis of the protection of intangible cultural heritage of "Hua’er" and "Dancing House" in Hungary,Linxiahuizuzizhi Prefecture,Gansu Province,it is concluded that the formulation of local special law is the protection standard The conclusion of the recipe for intangible cultural heritage.Chapter 4: Legislative suggestions on the intangible cultural heritage of Geser in Inner Mongolia Autonomous Region.This paper proposes the idea of formulating Geser intangible cultural heritage protection regulations in Inner Mongolia Autonomous Region,and puts forward feasible suggestions for local legislative countermeasures from the aspects of improving the inheritance platform construction,Geser temple and database construction,government support,and relief mechanism.
