Research On The Implementation Of Intangible Cultural Heritage Protection Policy Under The Smith Mode

The Chinese nation has a long history of 5,000 years.In the long course of history,it has brewed world-famous fine history and culture and accumulated countless treasures of human civilization.These are the most precious cultural heritage of our nation and the brightest pearl of the Chinese nation.After the reform and opening up,along with our country economic society fast development and urbanization process accelerates,a large number of rural population migration,some ancient buildings and not enough protection of cultural heritage,by varying degrees of damage,especially some intangible non-material cultural heritage,is accelerating,further strengthen the protection and inheritance,is imminent.General Secretary Xi Jinping has repeatedly stressed cultural confidence,promoting creative application and innovative development of cultural achievements,and continuously developing national cultural undertakings.After the 18 th National Congress of the Communist Party of China,the protection of Intangible cultural heritage in China has been accelerated.Intangible cultural heritage,as a show the carrier of Chinese culture,is an important resource that we must double our protection and inheritance.Based on the purpose and significance of the research,this paper briefly summarizes the relevant theories,analyzes the domestic and foreign literature research cited in this paper,and expands ideas and methods on this basis.Of intangible cultural heritage,anshun to show detailed definition and concept is introduced in this paper,by using the public product theory,stakeholder theory and Smith policy execution model,and the theory of Smith policy execution model and characteristics,and the model is applied to anshun to show the feasibility of the intangible cultural heritage protection policy analysis;Secondly,it summarizes the development of anshun Opera intangible cultural Heritage protection and the status quo of the implementation of protection policies.It also analyzes the implementation process of the policy,and expresses the impact of the planning,publicity and investment,project implementation and supervision feedback stages of the implementation process of the intangible cultural heritage protection policy.Thirdly,taking Anshun Opera as the specific object by means of field interviews,this paper deeply analyzes the problems existing in the formulation and implementation of the intangible heritage protection policy of Anshun Opera,and analyzes the main causes of the problems by using Smith model.Finally,the paper puts forward the countermeasures and suggestions of intangible heritage protection policy by using the four influencing factors of Smith’s model.This paper aims to anshun to play non-material cultural heritage protection policy research,verify the overall satisfaction of non-material cultural heritage protection and policy play an important role in overall satisfaction,summarize and representation in the fieldwork to Smith problems conclude four factors,and put forward protection policy again according to Smith model targeted countermeasures and Suggestions,It is expected to make policy suggestions in the field of public administration on intangible cultural heritage protection by optimizing the policy system of intangible cultural heritage protection,improving the execution ability of policy implementing agencies,strengthening communication and coordination with target groups,and optimizing the implementation environment of intangible cultural heritage protection policy.
