Study On The Problems And Countermeasures In The Policy Implementation Of Intangible Cultural Heritage In F League

The social practice activities carried out by the Chinese nation in the long history have formed lot kinds of intangible cultural heritage in China,which also forms an indispensable and unique part of the Chinese excellent traditional culture.The intangible cultural heritage of China’s ethnic groups is a living manifestation of the history of the Chinese nation over 5,000 years.It is one of the cultural foundations for enhancing the common national sentiment of all ethnic groups and safeguarding the integrity and unity of the country.In our country,the implementation of intangible cultural heritage policy plays a decisive role in the protection of intangible cultural heritage.It has made many important achievements,but there are also some common problems such as insufficient funds and personnel,which present the difference of regions.How to protect the intangible cultural heritage and make it sustainable development,related problems and solutions worth our deep thinking.F League,for example,this article from the theoretical perspective of policy implementation integrated model,to establish policy analysis framework,analyze the F League non-material cultural heritage policy implementation problems and its reasons,and puts forward countermeasures and Suggestions,aimed at enrich intangible cultural heritage policy implementation theory research results,in order to further promote intangible cultural heritage of local government policy implementation results provide some useful reference.By means of literature research and field investigation,and based on the analysis framework of F League’s intangible cultural heritage policy implementation,this thesis comprehensively combs the current situation of F League’s intangible cultural heritage policy implementation.F League made non-material cultural heritage policy,set up the special policy enforcement agencies,provided manpower and financial resources,policy enforcement agencies internal implementation supervision policy,policy implementation has obtained certain achievements,at the same time,there are intangible cultural heritage policy value orientation deviation,some policy instructions do not fall to the ground,inadequate policy resources,policy execution force is not strong,Inadequate policy oversight.These problems are caused by the lack of the intangible cultural heritage policy of F League itself,the weak initiative of policy integration resources,the lack of cognition of executive personnel,and the weak supervision and guarantee of policy implementation.On this basis,combining the theory of responsible government,which leads to the core idea of this article,local governments should give full play to the leading role,intangible cultural heritage policy implementation firm understanding of the political nature of the intangible cultural heritage policy and understand the historical law of cultural development,perfect the system of the intangible cultural heritage policy,build system of capital integration and institutional cooperation mechanism,Strengthen the construction of policy implementation team,improve the policy cognition level of executive personnel,refine the rigid constraints of internal supervision,encourage and guide the participation of external supervision,so as to achieve the objectives of the intangible cultural heritage policy of enhancing the cultural identity of the Chinese nation,maintaining national unity and ethnic unity,promoting social harmony and sustainable development.
