Research On Multi-subject Participation In Network Literature Governance From The Perspective Of Actor Network

Over the past 20 years,network literature,as a new form of literature,has gradually matured with the rapid development of the Internet in China and become an important part of China’s cultural industry.At the same time,the government’s management of network literature has undergone great changes.In the early stage of the development of network literature,due to the lack of management experience in emerging fields and the small impact of network literature at this time,the government and other governing bodies have little intervention in network literature and have not started special renovation,leaving it to develop freely and in the mode of development before governance.In 2003,the paid reading system of online literature was born.With the rapid development of network literature,many problems occurred,which made the governance of network literature stricter and entered the active supervision stage with government departments as the core.The management mode gradually evolved into development and governance at the same time.In 2014,the Guidance on Promoting the Healthy Development of Network Literature was released.As the first policy document in China that only focuses on network literature,the Notice marks a new stage in the government’s management of network literature.At this stage,the government is still the main actors for network literature,but more and more other actions involved with the government to the governance of network literature,such as network literature platform,main body behavior such as writers,readers and researchers,their role in the network literature from different angles,to promote effective governance of network literature.This article focused on the multiple subject to participate in the management of network literature,the research object,including multiple subject network literature governance body,participate in the network literature of governance mechanism,and on the basis of the theory of governance,the actor network theory and the theory of government function,analysis of multiple subjects involved in the process of governance network literature and its governance model,summarizes the problems existing in the management mode and appropriate suggestions are put forward.The introduction summarizes the research background and status quo,and reviews the research results of network literature governance and actor network theory.The first chapter mainly introduces the basic concepts and relevant theoretical basis of this paper,including three concepts of network literature,network literature governance,multi-subject participation,and three theoretical contents of governance theory,actor network theory and government function theory.The second chapter firstly introduces the network literature from the initial exploration to commercialization transition to market-oriented operation stage of the development situation,then discussed the necessity of governance of network literature,and finally combing the Chinese network literature governance process and summed up in three phases,namely the laissez-faire stage,positive regulation stage,comprehensive governance stage.The third chapter mainly discusses the process of multi-subject participation in network literature governance from the perspective of actor theory.Firstly,it analyzes actors in the governance of online literature,and then analyzes how the government,as the core actor,carries out translation with other actors.Finally,it summarizes the mechanism for multiple subjects to participate in the governance of network literature:Supervision and guidance of government departments,operation and management of online literature platforms,win-win creation of online literature writers,supervision and feedback of online literature readers and criticism and guidance of online literature researchers.The fourth chapter firstly discusses the problems existing in the governance of network literature involving multiple subjects,that is,the limited governance effect still leads to chronic diseases and the insufficient cooperation between multiple governance subjects.Then combined with the translation program in actor network theory to analyze the cause of the problems,mainly displayed in the multiple main body has not formed collaborative management consciousness,the multiple main body participation network literature management responsibility is not clear,multiple subject participation network literature management motivation is not strong.Based on the above problems and reasons,the fifth chapter fully considers the current development environment of network literature in China and puts forward optimization suggestions for improving the collaborative governance ability of multiple subjects in network literature governance.
