The Theory And Method On Urban And Rural Integrative Cadastral Information System

Planning urban-rural as a whole and constructing harmonious society are the demanding to fulfill science development ism. The model of separately managing urban and rural cadastre, lasting for a long time, is no longer fitting the currently development of economy and urban-rural integration. Solving the problem of cadastre management for urban-rural integration and constructing urban-rural integrative cadastral information system are propitious to advance urban-rural integration cadastre management progress, plan urban-rural as a whole, share information resource and socialize service for cadastre information, build country resource electronic government affair and information-based country resource, and develop cadastre information industry.This paper takes urban-rural cadastre integration management of An urban area as an example for research, which based on the theory, technology and method of cadastre informatics and carried out on the aspect of theory, technology and application of urban-rural integrative cadastral information system.This paper includes seven chapters. In the first chapter, the paper pointed out meanings of theory and application of this research and explained the research actuality of this domain in home and foreign as well as illustrating the main research content. In the second chapter, the paper analyzed evolvement of cadastre management technology, discussed the concept of urban-rural integrative cadastral management information system and put forward cadastre information science system. In the third chapter, the paper analyzed and investigated the key theory problem of cadastre informatics. In the fourth chapter, the paper included urban-rural integrative cadastral information system technology applying research, and advanced solving "eight uniform problems" in building urban-rural integrative cadastral information system. In the fifth chapter, the paper, according to the demand of software engineering construction and combining the characters of urban-rural integrative cadastral information system, designed a urban-rural integrative cadastral information system. In the sixth chapter, based on analyzing theory and technology of urban-rural integrative cadastral information system and combined cadastre management practice of city, the paper putted forward a urban-rural integrative cadastral information prototype system. The last chapter is the conclusion of the whole paper. The characters of this paper are showed as follows:(1) Based on summing up the existed researches, the paper pointed out a new scheme to manage cadastre according to cadastre operation characters rather than geography region characters. That is to say, the core of the new schema is the authority management and ground using management operations. With this new schema, the paper advanced the plan to construct urban-rural integrative cadastral information system.(2) According to analyzing meaning and character of cadastre information and combing with cadastre and information technology science, the paper bring forward system info, technology system, and application system of cadastre informatics. The paper also researched on cadastre cognize theory, cadastre space theory, cadastre property right theory and cadastre information system theory, which are the supports to build urban-rural integrative cadastral information system.(3) On the aspect of technical research, combing with the characters of urban-rural integrative cadastral management, making use of advantages of workflow and GIS, the paper putted forward "eight unification" to solve key problems of building system and achieved one system for urban-rural cadastre management.(4) In the application, with the functions exploiting which included basic data management, ground using management, town cadastre management and urban-rural integrative cadastral management, the prototype system can be satisfied with electronic government affair office operations such as cadastre survey data update, ground register, ground Stat. and cadastre files management.
