The shortage of water resource, which is threatening the survival and development of human beings and restricting our national economy growing, has become one of the most notable issues affecting social economy sustainable development. So it is a very important task to find a reasonable, feasible and effective way to solve water resource scarcity. As an effective solution, reclamation and reuse of wastewater has drawn more and more attention of almost all countries in the world. Basing on the "Study on the Recycling and Reuse of Water Resource for the Arid and Water-deficient Area in Western China", one of the key project of the National Science Foundation of China, a System Dynamics (SD) approach is adopted in the research of the municipal wastewater recycling and reuse system which is a complex system relating to many areas such as society, economy, resource, environment and so on.Main Contents and results of the paper are as the following.(1) OOn the basis of water resource value theory, the value theory and the price model of reclaimed water resource are discussed. The price of reclaimed water resource is not only an important factor affecting the reuse of water but also a ligament of entering the water market and realizing the well-ordered circle. The Utility Value Theory, the Labor Value Theory, and the Ecological Value Theory have been applied to discuss the reclaimed water resource value, and demonstrate that it is valuable. The Shadow Price Model, the Marginal Opportunity Cost Model, the Fuzzy Mathematics Price Model and the Production Cost Price Model are put forward. The Production Cost Price model of reclaimed water resource is developed and perfected. Meanwhile, the factors and principal that affect fixing the price of reclaimed water are also discussed in the paper.(2) The municipal wastewater reclamation and reuse system is analyzed and the frame modelof this system is built by the application of the System Theory. On the basis of the model, the factors of the system about society, environment and economy are discussed. And the same time, the relationships between wastewater reuse and its factors (population, consciousness of residents, laws and regulations, city programming, area characteristics and economy condition) are qualitatively analyzed. The feasibility of using recycling water in some fields is discussed. The integer and hierarchy of this system are proposed. The structure of wastewater regeneration and reuse system is divided into three subsystems, the reclaimed water demand system, the reclaimed water supply system and the municipal water demand and supply system. All these show that the wastewater reuse system is multi-levels, complicated, time-varying, multi-feedback.(3) It is the first time that a System Dynamics method is applied to set up the SD model of the municipal wastewater reclamation and reuse system. The segment is composed of so many contents --confirming city downtown as the model boundary, determining the main variables such as the reclaimed water volume, the water volume which can be replaced by the reclaimed water, the lack volume of the municipal water, GDP, population, industrial production value, and so on, taking the subsystem as sub-module, analyzing the structure and function of the model according to the causality of key factors and feedback loops of main level variables, establishing function formula among the variables, proposing the determining method of parameters in the model, for instance, the GM(1,1) forecast model of consuming water volume per ten-thousand-yuan industrial output value, the method of weighting about customer acceptable degree ,etc. The application of the test methods such as suitability test, running test and sensitivity analysis, to the SD model has also been elucidated in the paper.(4) By applying the SD model of wastewater reclamation and reuse system to the programming of Xining city wastewater reuse, the development trend of the wastewater regeneration and reuse of Xining is forecasted in the medium and long ter...
