With the rapid development of society and economy of Yinchuan, Ningxia Hui Autonomous Region, Urban water supply increasingly unable to meet in requirements of the city life, industrial, municipal, ecological, agricultural and environmental water demand. Based on current situation of water scarcity of Yinchuan, combine with The National Natural Foundation project "Construction and optimization of Wastewater Recycling System of Yinchuan City with healthy water system". Base on domestic and foreign existing research results and examples, through questionnaires, analyze cognitive and public acceptance of Yinchuan City on water resources and recycled water use and the reasons. Construct reclaimed water reuse system dynamics model based on composition of the recycled water system of Yinchuan and forecast the relationship between water and urban economic development, ecology, environment, regeneration. Provide the reference for urban development and the use of recycled water.First of all, through questionnaires, analyze Yinchuan public acceptance of recycled water, and explore the impact of public acceptance of the use of reclaimed water system model. The result is that public acceptance of Yinchuan recycled water is not high, to some extent, limit the development of recycled water use. Especially, the impact of current economic development in Yinchuan on residents’ income and residents’ less understanding of recycled water that makes residents have doubt in using recycled water. Secondly, use systems analysis to study reclaimed water reuse system constitutes. There are reclaimed water supply subsystem and subsystem recycled water. Then the construction of reclaimed water reuse system model is made by analyzing the relationship of each subsystem’s factors and determining the functional relationship between these factors. Use Vensim ple software to build regeneration water reuse system dynamics model of Yinchuan. Determine the model works well by the causal relationship between important variables in the model and structure and characteristics of the main feedback loop analysis model. Finally, according to the master plan of Yinchuan, put forward to the program. Identify the 2020 year level year. By changing the decision variables of wastewater reuse annual growth rate of 10% annual growth rate of 3.6 percent and two processing simulation forecast. The forecast result is that Yinchuan 2020 GDP will be 150.085 billion yuan, industrial output value will be 459.188 billion yuan, the amount of reclaimed water will be 93,349,200 m3. Use recycled water, the water shortages of Yinchuan will be effectively alleviated, while saving ground water and water resources of the Yellow River, and promote economic development in Yinchuan City, further mitigate the issues of the quality of the ecological environment.
