Based on the theory of sustainable development, environmental economics and industrial economics, this dissertation attempts to probe into the relationship between EPI (environmental protection industry) and sustainable development, to analyze the characteristics of EPI development of world and the condition of EPI development of China, to compare the difference between Chinese EPI and foreign EPI, to clarify the situation which Chinese EPI is faced with, to put forward countermeasures and suggestions to promote the development of Chinese EPI. Besides an introduction, the thesis is structured as following four parts.Part I discusses the relationship between EPI and sustainable development. It concludes three chapters. Chapter 1 synthesizes the core ideology of sustainable development. The author adopts the viewpoint of Prof. Liu Peizhe about sustainable development, and on basis of this, analyzes the objective law which ESN (economy-social-nature) system follows and the regulating criterion which mankind should obey. Chapter 2 and Chapter 3 explain the importance and necessity of developing EPI. On the hand, according to the theory of sustainable development, environment is the base of sustainable development. And the conditions of world environment, resources and ecology and that of China have worsened. It is necessary and important for environmental protection to developing EPI. On the other hand, economy is the precondition of sustainable development. Circular economy is an inevitable choice for mankind to realize sustainable development. EPI can provide circular economy with matter and technology. Therefore, EPI is also an inevitable way for economic sustainable development. It can heighten the quality of economic growth, cultivate new economic growth points, spur some other department of national economy to develop, upgrade technology and industry structure, supply employment and promote social fair.Part II analyzes the situation of EPI development in main developed countries and in China. The part concludes Chapter 4 and Chapter 5. Chapter 4 introduces the conditions of EPI in US., Canada Japan and the main members of EU (European Union), and summarizes the characteristics and trend of world EPI development: (1) EPI plays more and more role in economic development; (2)There are small and big scale environmental protection enterprises, the small is almost special and the big is comprehensive, and employees have good quality; (3)Technology has make up great progress, but it is not in balance in different areas; (4)EPI market of world has rised rapidly and the quantity is different in different countries, few developed countries own 85% of it and more developing countries only own 15%, this condition is going to change gradually. Chapter 5 analyzes the change trend and characteristics of Chinese EPI in 1993-2000 in detail. These are following conclusion: (1)Seen from the whole, EPI has developed rapidly. The growth rate of EPI is faster than that of GDP. Especially, since 1997, the growth rate of EPI has been accelerated obviously and its own earning capacity has also increased correspondingly. (2)Seen from the structure of EPI, since growth rate of every part is different, the inside structure of EPI has changed. In 1993-1997, environmental protection products and circular utilization of resources occupy more proportion than the other parts, and environmental service has risen rapidly. And, in 1997-2000, environmental service and clean products and natural ecology protection have increased obviously, and the earning capacity of each part is convergent progressively.Part III deeply probes into the reasons why there are obviously different in EPI between China and developed countries. The part is just chapter 6. Firstly, the author studies the courses of EPI development and gives an explanation that we can't differentiate the course of EPI development generally because the inside development of EPI is not in balance. Secondly, based on the theory of environmental economics and industrial economics, the author studies the external and internal factors thatinfluence the development of EPI and compares the factors of EPI in China with that of EPI in developed countries. The external factors mainly conclude the pressure from resources and environmental protection and green trade barrier, the tension from environmental- economic polices and investment stimulant. And the internal factor maimly means organization structure of EPI, which mainly concludes market structure, market conduct and market performance. The factors are more powerful in developed countries than in China.Part VI gives an summary on the situation which Chinese EPI is faced with and provides countermeasures and suggestions to promote the development of Chinese EPI. On the hand, those brings Chinese EPI with choice and challegence that the strategy of sustainable development is to be implemented, the pattern of circular economy is to be established, urbanization and industrialization of China and integration of world economy are to be accelerated. On the other hand, Chinese EPI has made up great progress since 1990, and, but it is smaller and weaker than EPI of developed countries. To promote the development of Chinese EPI, the key is to spur effective demand and effective supply. The author suggests the following countermeasures: ? Strengthening the push of environmental law and regulation; (2) Enlarging the role of environmental-economic policies; ?Bringing the supervision of masses and media into full play; ?Laying down the plan on EPI development; ? Stimulating technology innovation; ?Cultivating EPI groups; ?Standardizing the market of EPI; ?Widening the financing path and heightening the investment effectiveness; ?Enhancing the role of EPI assciation.
