At present, the accelerating transformation of the global industrial structure to environmental protection and the acceleration in investment bring the environmental protection huge opportunities.In this new situation, Chairman Hu Jintao instructed: optimizing the industrial structure, improving efficiency, reducing energy consumption, protecting the environment .......To build a ecological civilization, and basically form the industrial structure of saving energy and protecting environment as well as the growth and consumption patterns.For the background described above, on the basis of defining the environmental protection industry, this paper using Environmental economic theory, Public goods theory, Industrial organization theory, Theory of circular economy as the main theoretical basis , bring forward the theory of transmission mechanism, which is carried by environmental protection industry, using the circular economy as mode and sustainable development as the main goal, describe the basic problems of the environmental protection industry, thereby, using the Factor Analysis and Entropy Method, combining with the State Statistical Yearbook data and research scholars home and abroad, constructed the evaluation model of the environmental protection industry with three level indexes, which composed with 12 indexes including Self-funded industrial enterprises accounted for the proportion of pollution sources of funding, Unit GDP energy consumption index value, Environmental tax revenue to total revenue, Integrated utilization of industrial solid waste, Environment for fixed-asset investment management industry, Forestry accounts for other funds in fixed assets investment in the proportion of forest, Environmental management industry employment, Environmental management professionals and technical personnel / employment, The rate of industrial wastewater discharge standards, "Waste" product output utilization, Park green area per capita, Sound solid waste disposal rate, made a evaluation of the environmental protection industry and put forward countermeasures for the development of environmental protection industry.In this paper, the empirical conclusions:First, the eastern provinces in a comprehensive level of environmental protection industry is higher than the central and western provinces, the western provinces in the lowest level of environmental protection industry a comprehensive, central provinces in a comprehensive level of environmental protection industry in line with the national average.Second, the level of development of the environmental protection industry leading level in the country in Shandong, Jiangsu, Zhejiang, which Chinese scholars are basically the same results.Third, the level of development of the environmental protection industry in different areas varies widely, in the western underdeveloped areas.
