Research On Building Up Regional Environment Influence Assessment System With Circular Economy Principle

As a new mode of economic growth, the circular economy is a concretemanifestation of the scientific concept of development, also is the inevitable choice forsustainable development. It is of great significance to development of circulareconomy. The development of circular economy is a effective way to achieve materialcivilization and ecological civilization. Following the concept of circular economy,using the theory of industrial ecology for planning and building the circular economyindustrial park, to bulid space vector for the industrial agglomeration, to form a newgrowth pole of regional economic development, is a trend of all over thereconstruction and construction of industrial parks at present.China’s environmental impact assessment system was established relatively early,but it is not many effective integration examples for circular economy and regionalenvironmental impact assessment. As the energy and resource constraints as well asdaily doubling of the intensity of the national implementation of circular economy, it isurgent to develop a practical assessment system for implementing regionalenvironmental impact assessment to achieve sustainable development.This article based on the theoretical discussion of the circular economy andregional environmental impact assessment that were two imperfect subject. As thestudy of Hezheng circular economy industrial park’s construction, by surveying andresearching all aspects of park, combing of circular economy developmentcharacteristics, catching the circular economy’s main line of “Industrial chain, Thelevel of development circular economy, Waste of resource”, with the method ofcombining qualitative and quantitative evaluation, they try to establish a morecomprehensive evaluation index system of reflecting the actual level of developmentof regional circular economy, and try to introduce the concept of circular economy tothe area of regional EIA. The purpose is to give full play to local resources andtechnological advantages, optimizing the industrial structure and layout, promotingregional economic development. As well as it can provide a scientific basis forfiltering the method of suitable for Hezheng circular economy industrial parkdevelopment and the enterprises entering the zone that does not destroy the quality ofthe local environment. And it can provide a scientific basis for planning and designingof recycling-based businesses and eco-industrial park mainly depending localresources and advantages, and promote economic, social, environmental and coordinated development.
