The problem of urban water environment has remarkable characters. There are the most density of population, serious water shortage and heavily polluted in the urban river sections. So, urban environmental management always plays important role in environmental management. The industrial water pollution is a major source of urban water pollution. So, how to control and cut industrial water pollution has become a very important part of water environment protection. Uarban Industrial Water Pollution Control Information System, UIWPCS, makes its objectives to enhance urban environmental management and decsion, promote information disclosure and public participation, and help solve urban industrial water pollution by system developing. As an inustrutment of information, UIWPCS has been widely regarded, and become one of research hotspots. It is a very effective tool to promote management standardization and advance effiecincy of environmental management and decision. Combining with advanced instructments and methods, the UIWPCS can enrich and consummate intructments of water pollution control. But, there is a common problem in current researches: the researches about basic theories and methods of UIWPCS are deficient. Because of this, the effectiveness of system has been reduced, and application of UIWPCS has been limited. To solve problems of current researches in UIWPCS, the author develops his work in following ways: Studies of theory: based on the related researches, the arhtor puts forward the basic theories of UIWPCS to provide theoretical foundation for system research and development approaches, enriching and consummating bottleneck of current researches. Studies of method: based on the entirty of water resources, using some methods such as system analysis and environmental economy, the author analyzes urban water environment system, develops models for simulation and projection and builds system structure of UIWPCS: using technologies of information, database and network, the data of UIWPCS are collected, arranged and transferd, and system is developed: using spatial analysis of GIS, the results of system and spatial information of urban pollution resources are expressed in the map: using scenario analysis and optimization approach, the decision projects are built. Research characteristic: because environmental monitoring system is unperfect and environmental infoemation is absent and inaccuracy, the author finds the relatiobship between industrial water pollution and production activities of enterprise, and uses information of industrial investigation to simulate and forecast induatrial water pollution. By this way, UIWPCS can get reasonable results under poor data demands. That makes system can be used more widely. Practice and effect: the results of theoretic research have been vertified by building the system in Huhhot City and some useful conclusions and experiences have been obtained. after practicing more than one years in Huhhot City, the objective of UIWPCS has been reached. Based on state of environmental management in China, the research of UIWPCS looks water resources as an entirty and includes contents from theories and approaches discussing to system developing and practicing. In the end, the intergrated tools system has been built from data collection to simulation, projection, evaluation and decision. This tools system can help for advancing the level of urban environmental management, enhancing water pollution control and promoting public participation. The successful application of UIWPCS in Huhhot City proves the results of theoretic reseaches are proper, and objective of research has been reached too.
