Water is the source of life,it not only determines the survival of human beings, but also plays a decisive role in the life cycle and development of cities. However, the acceleration of urbanization and the continuous high-speed economic growth in China during the recent years have been followed by various water environmental problems, such as water shortage caused by pollution and deterioration of the water environment, which have become one of the main reasons affecting the health of residents and restricting the further development of cities. The public,as the destroyers of the environmental and the main beneficiaries of environmental governance, their participation is the key to urban water environmental management. An investigation on public environmental behaviors and their driving factors, which based on the characteristics of urban water environmental management in China,is therefore necessary. It can help decision-makers to formulate policies that meet the needs of the public, and to provide guidance as well as education for participation in water environmental activities. It not only reflects the people-oriented principle of urban water environmental regulators, but also provides a scientific reference for improving the urban water environmental management modes. The study is on the theoretical basis of Planning Behavior Theory,Responsible Environmental Behavior Theory,Value-Belief-Standard Environmental Behavior Theory,Environment-Behavior Theory,Behavior-Attitude-Satisfaction Theory, and Evaluation Model of Public Environmental Behavior Based on Government Environmental Management.Through a comprehensive review of domestic and foreign literature about influencing factors of environmental behaviors, four main driving factors(public cognition, social norms, behavior result perception, public satisfaction)that are relevant to public environmental behaviors in urban water environmental management are selected to establish the theoretical framework.Guangzhou,a city with a high economic level and a long history of "water culture",was chosen as the research area, and an empirical research was conducted on the residents in Guangzhou.Using the spss20 software, the obtained survey data is tested for reliability and validity, descriptive statistical analysis, correlation analysis, intermediary effect analysis and adjustment effect analysis are performed. The current status of the water environmental behaviors of the residents in Guangzhou is also analyzed, and the impact of the main driving factors on the water environment behaviors is verified. Finally, the research model is revised according to the analytical results. The results of empirical analysis show that the environmental behaviors of the residents in Guangzhou are characterized by "mismatch between behavior and cognition".There are significant differences in group characteristics among environmental behaviors of the residents in Guangzhou.Monthly income and marital status both have a significant impact on environmental behaviors.Factors such as public perception, social norms, perception of behavioral outcomes, and public satisfaction with urban water environmental management are significantly related to environmental behaviors of residents. The mediating effect of public satisfaction on individual situational factors and deep environmental behavior is significant.According to the main conclusions, suggestions on policy-making about guidance of public participation in water environmental management, are made for the relevant government departments.
