With the urbanization, the highly density of population and economic ,the aggregation of buildings and infrastructures are benefit for circulation of resources and energy savings, space and time, for manufacture and good relationship of aspect of society. At the same time, modern city is complicated system in which people and architeture is highly concentrated and hazard sources is distributed broadly. On the other side, open space is very few. This condition is very disadvantage for risk prevention. If no scientific scheme, reasonable organization, there will be a big damage and death. In our country, it comes into the phase of highly risk occurrence. A series of accidence lately make people pay attention to the management of environmental risk more and more.Regional planning play the role of controlling the development of the region, which make people note the correlation of plan and risk. How to control and induct the risk of the region is the big task. There are very few study about this problem in and out of our country. The theory, method and application of environmental risk assessment of regional plan(RPEA) have the good value for regional risk control. And also provide a good chance for public health tool integrated to environment decision. From control one contamination of plan environmental impact assessment to cumulated health risk prevention, integration the method and content of risk assessment into the frame of plan environment assessment (PEA) is a good opportunity for building the relation between health and environment and protect the region environment and public health well.At first, the basic theory and method frame of regional plan risk assessment was build. From the point of system theory, put forward the meaning and character of the regional plan environment risk assessment. Through the study of regional plan in and out of our country, and the analysis of the risk assessment study station and practice, we draw a conclusion that plan risk assessment (PRA) is based on the comparative risk assessment, the integrating of SEA and cumulated risk assessment.
