Regional Environmental Risk Assessment And Zoning Management Research

Regional environmental risk involves many factors and a wide range.Compared with the environmental risk of a single construction project,regional environmental risk focuses more on regional industrial layout,functional zoning,and environmental risk receptors.Carry out regional environmental risk assessment and zoning management,and be able to systematically and scientifically identify the types of regional environmental risks and key control areas.For different regional risk characteristics and risk levels,propose environmental zoning management measures and establish regional environmental risk management mechanisms has great practical significance.Based on the research on regional environmental risks and the characteristics of regional environmental risks by relevant scholars,this paper establishes a regional environmental risk assessment system,divides environmental risk areas into different levels,and proposes measures for environmental risk regional management.In combination with the regional characteristics of Qingyuan City,the regional environmental management countermeasures of Qingyuan City were formulated,and a regional environmental risk management mechanism was established in Qingyuan City.The main tasks are as follows:(1)Regional environmental risk is a system composed of environmental risk sources,environmental risk control mechanisms,and environmental risk receptors.The analytic hierarchy process can be used for large-scale regional environmental risk assessment.This paper constructed a three-level index evaluation system: environmental risk sources,environmental risk receptors,environmental risk prevention and control and emergency capabilities,a regional environmental risk classification standard is proposed,and the risk area is divided into: Low-risk area,medium-risk area,and high-risk area.(2)Boundary zoning of lower administrative areas is a more suitable method for the division of regional environment.Large-scale regional environmental risk management is carried out through zoning management,combining regional economic,industrial layout,environmental risk sources,and environmental risk receptors.Environmental partition management mechanism.(3)The average GDP of Qingyuan City from 2016 to 2018 is 148.777 billion yuan.Among the 562 industrial enterprises,there are 64 key risk management companies.There are 15 municipal and county drinking water source protection zones.The amount is 25505.03 tons.There are 41 tailings ponds and 20 major sewage treatment plants in Qingyuan City.(4)Based on the case of Qingyuan City,the risk areas of Qingyuan City are divided into low risk areas(M<40),medium risk areas(40?M <50),and high risk areas(M?50).High-risk areas include: Qingcheng District(M =56.709),Yingde City(M =59.986);Medium-risk areas include: Qingxin District(M =46.587),Lianzhou City(M =49.219),Fogang County(M = 40.635),Yangshan County(M =47.574),low-risk areas include: Lianshan County(M = 36.565),Liannan County(M =35.469).(5)Carry out simulation of water and atmospheric environmental pollution diffusion.For example,after sodium cyanide enters Beijiang through drainage ditch,the maximum sodium cyanide concentration reaches 3.09 mg/L and 98 km downstream of the sewage outlet of the enterprise,exceeding the third class water quality standard,There will be cross-border pollution risks,affecting the scope of the downstream Qingcheng district.Atmospheric environmental risk substances may affect the company's surrounding radius of 3-4 kilometers in the case of leakage and diffusion(taking liquid ammonia leakage as an example),and generally do not cause the risk of cross-border environmental pollution.(6)Based on the characteristics of the source of environmental risks,the sensitivity and vulnerability of environmental risk receptors,the zoning characteristics of the environmental risk unit of Qingyuan City were analyzed,and the environmental zoning management measures and environmental risk management mechanism of Qingyuan City were formulated.
