A Policy Analysis On China's Agricultural Pollution Management

For the first time, the dissertation has advanced the concept of agricultural pollution in the perspective of macro-industry and indicated the industrial public hazard characterizing agricultural pollution. This dissertation has concluded that agricultural pollution is a sort of industrial public hazard which can be called agricultural public hazard. The problem of agricultural pollution is not only an ecological problem and scientific problem but also an economic problem, social problem and political problem. In the perspective of environment economics, public economics, welfare economics, public choice theory and public policy analysis, with the methodology consisting of normative research and positive research, the dissertation has analyzed the policies dealing with agricultural pollution, broadened the research range, widened the research vision and offered instruments and methodologies for solving the problem more broadly. The author argues that agricultural pollution can be disposed effectively only when agricultural policy and environmental policy have been integrated, general policy-making institution dealing with agricultural pollution has been constructed and policy instruments such as law and rules, economic stimulation and independent engagement have been exercised synthetically so that the preponderance of government, market and society has been brought into play and the power in all aspects has been mobilized.At first, this dissertation has introduced the background on which the problem of agricultural pollution arises and indicated the imminence and necessity of disposing agricultural pollution. The dissertation has explored the disposing of agricultural pollution with the use of optimized pollution theory, reviewed the thoughts by which the usual policies disposing pollution were formulated, constructed policy instrument matrix of disposing agricultural pollution, categorized the policy instruments disposing agricultural pollution and demonstrated the necessity and feasibility to exercise the policy instruments disposing agricultural pollution synthetically. Secondly, the dissertation has introduced the disposing of agricultural pollution in foreign countries, analyzed the practical effect of synthetic exercise of policy instruments disposing agricultural pollution and summarized international experiences of disposing agricultural pollution. Thirdly, the dissertation has focused on current policy instruments disposing agricultural pollution in China. These policy instruments, which have ranged from direct control to economic stimulation and social guidance, are so various that can be arranged flexibly and exercised synthetically. Moreover, the dissertation has analyzed the policy aim, legal framework and management institution disposing agricultural pollution and reviewed the current operation plan.The author indicates that the problem of agricultural pollution has not been attached importance to and not been taken into the agenda of the government. The current policy space has been rather "crowded". For disposing agricultural pollution, it is necessary to analyze and coordinate current policies, reconstruct the policy aim and put the disposing of agricultural pollution into the current environmental and economic policy framework and attach special importance to the construction of the inter-agency coordination institution. The author argues that policy innovation is different from thorough modification while organic integration on existing basis, construction of multi-aim synthesized policy-making institution and improvement of policy-making efficiency and administration capabilities are also innovations.The author suggests that research and appeal should be initiated to reflect the current agriculture development mode. Meanwhile, the institution of strategic environment review should be established as soon as possible to review the foodstuff policy and industrial structural adjustment policy so that the environmental degradation caused by policies can be controlled in our power in time.
