Market-oriented approach and the construction of urban wastewatertreatment infrastructures in China become an important path to dissolvethe infrastructures predicament of China city water pollution effectively,and about 10 years of practice proves that it matches national economyand city development as well. This kind of market-oriented approach forthe city wastewater treatment infrastructures will not injure the publicbenefits, on the contrary, with the promotion of the market-orientedapproach, to some extent, it has solved the margin predicament and haspromoted the management efficiency, and it has a very aggressivemeaning to city ecosystem environmental protection and public health inChina.Because the construction and operation of wastewater processinginfrastructures, as a newly-born thing, is not well developed in China, inaddition, its professional, practical, public, and commercial characteristicsmake a tough progress and quite some problems. Some of these problemsattribute to the policy system itself, while some come from policyenvironment. The former need to be modified, reformed and perfected tomeet the market-oriented construction and operation, while the latter needa promoting policy and specified management. Therefore, under thehistorical background of the further-promoted socialism market economyand the market-oriented public service, this paper focuses on theconstruction and operation of wastewater treatment infrastructures undera market-oriented condition.This article is divided into seven chapters, four parts. The first partincludes chapter 1 and chapter 2. Chapter 1 gives the cause of thisresearch and the significance of this subject, the main contents,studying approaches, the definition of the related concept and thecreative ideas in this analysis, though it is not matured yet,are alsointroduced in this chapter. the article also gives an overview of the currentstudy of related theories.Chapter 2 analyses the theory foundation of theconstruction and operation of wastewater processing infrastructures. Besides the analysis of the outward theory and the public facility theory,this article, from the perspective of estate possession theory, put forwarda new theory that, under a modern information technique, as a publicfacility, wastewater processing infrastructures are dividable propertyrights, and its trade fare for the division is not much, and under thecondition of rare resource, it is exclusive and competitive. Moreover,market-oriented system can effectively realize the internalization of thenon-economic outside condition, and the market-oriented operation of thewastewater processing infrastructures is feasible both in theory and inpractice.The 2nd part includes chapter 3. This chapter makes a systematicsurvey and evaluation of the construction and the operation of wastewaterprocessing infrastructures both at home and aboard, and then makes acomparative analysis of the three typical models in the process ofdomestic market-oriented reform. And makes an overall evaluation ofthe current situation of the construction and the operation of wastewaterprocessing infrastructures. Besidse above all, this chapter still focuses ontwo problems, one is the practical social significance of market-orientedstrategy, and the other is the trouble and challenge in the market-orientedpractice.The third part includes the fourth,fifth, sixth chapters, focuses onsystem innowation and policies design of the market-oriented approach,which is also the most important part of the whole study. This part makesa creative rule arrangement and policy design. Chapter 4 mainly discussesinnovation and policies of the margin mechanism; Chapter 5 mainlystudies the choice and implements of the reform path for themarket-oriented approach. Through the model design and fixed amountsanalysis, chapter 6 analyses pricing mechanism, which is related to life ofthe market-oriented approach.The chapter 7 makes the fourfth part, it comes to the conclusion andthe prospect of the concerned analysis.With the practice of the market-oriented approach, and under theeffort for the perfection of related regulations and policy systems, we canexpect the gradual promotion of the construction of urban wastewater treatment infrastructures. And the encouragement from the governmentpolicy and the temptation from the investors' inner interest also promisean optimistic future...
