With the accelerating process of urbanization in China, the level of municipalwastewater treatment is rapidly improved. But problems in the planning, construction,operation and management, severely limited the development of the wastewatertreatment. The construction and operation theory of wastewater treatment wasdiscussed is this paper, and a theoretical foundation was proposed for the sustainabledevelopment of wastewater treatment in China.The construction, operation and management situation of wastewater treatmentplant (WWTP) was summarized at first. Three crucial problems in the development ofWWTP in Tianjin were presented, including the illogicality planning layout, theunreasonable sewage treatment fee, and the inappropriate operation and managementof WWTP. Because these problems influence each other, they should be consideredsimultaneously and systematically. Then, recommendations of reliable and reasonablepolicy for wastewater treatment planning, construction, operation and management inTianjin were proposed.The key problem in Tianjin wastewater treatment planning and construction wasthe operating efficiency was low and the cost was high, because of the unreasonableplanning layout of WWTP, construction of ultra-scale WWTP, and the lagging pipenetwork construction. To solve this problem, a guideline of wastewater treatmentplanning and construction was proposed, considering the scale of WWTP, the presentstate, and water reuse. A proposal to optimize the planning layout of WWTP inTianjin was given with New Coastal Region as an example. After optimization, thetreatment cost per ton wastewater would decrease rapidly.The synergistic mechanism of some factors in wastewater management wasanalyzed, including the function of the government, the operation of the marketization,laws and rgulations, the management reformation and sludge disposal optimization.The measures and key steps of promoting the market of sewage treatment weresuggested. And these measures and key steps could play an important role inwastewater treatment all over the country as well. Considering the economic and environmental benefits, a cost model of WWTPconstruction, operation and management was developed. This model could reflect therelationship between the scale of WWTP, the sewage load and the treatment cost perton wastewater. According to this model, the sewage treatment pricing mechanismwas proposed. After calculation, the relationship between sewage load rate,wastewater treatment price, government subsidies, interest rate, age of WWTP andtreatment processes was pointed out.
