Environmental regulation is a part of social regulation, and also is an important path to circular economy and scientific concept of development. Based on the mainline theory of regulation economics, the theoretical foundation of environmental and natural resources economics, systems analysis theory, decision theory, organization theory and behavioral science, environmental ethics, the logical starting point of existing achievements, this paper focuses on discussion and examination of environmental regulation through building PDCA recycle and feedback control model. By adopting approaches which combines with system and key, model and practice, theory and empirical research, and overall application of various analytical tools like game theory, synthetic appraisal, this paper explicates and explores systematically PDCA recycle and feedback control model of environmental regulation, environmental administration mechanism, stakeholders'behaviors of environmental regulation, the policies of environmental regulation etc.Based on the framework of PDCA recycle and feedback control model of environmental regulation, the objective of this paper is designed to test and find out defects and limitations of environmental regulation, give some policy advices by analyzing the current environmental regulation circumstance and its'policies in our country.This paper consists of nine parts:Chapter one, introduction. This part focuses on the original research background of this issue, the significance, purpose, the current research states concerned with this proposition and field, and definition of some related concepts, the primary contents, technical process, and the research approaches.Chapter two, the related theories of environmental regulation and its'practice. Firstly, introduces the connation and types of regulation and environmental regulation. Secondly, introduces the theoretical foundation of PDCA recycle and feedback control model, which includes the mainline theory and others related theories. Based on it, and then explores the development and practice of environmental regulation polices in our country and abroad.Chapter three, this part builds PDCA recycle and feedback control model of environmental regulation which applys the theory of PDCA recycle and systems analysis. This model takes it the environment is a giant complex system. This paper regards that the environmental regulation is a dynamic and ongoing process. It means that the feedback control system is a dynamic system too. For the dynamic operating regulation system, we should keep the regulation operating normally and correcting deviation ,thus the system can operate in the normal orbit. Based on it, this part gives some advises on how to build the feedback control system of environmental regulation. Finally, this part analyzes the energy -saving and emission reduction in our country by using PDCA recycle.Chapter four and five analyzes the contents involved in this model. Chapter four explores the environmental administration mechanism, that is the governmental regulation system of PDCA recycle and feedback control model of environmental regulation. Basedon analyzing the abroad representative environmental administration mechanism, aiming at the development and problems in our country, the author puts forward a new mode of environmental administration mechanism that is enforced by four mechanisms(unifying monitoring, coordination , synthetic decision ,and social participation). And also this mode is a flat and vertical mode that emphasizes on monitoring , NGO and the social public. At last , this part analyzes every main-body's function and the ways which we build.Chapter five , this part explores the stakeholders'behaviors of environmental regulation by using game theory. The author analyzes the principle-agent relationship of government and enterprises and pollution reduction alliance between enterprises by using of non-cooperation game and negotiation game. And then builds the corresponding game models which include principle-agent model, Nash negotiation model, the fee allocation model. This part explores the stakeholders'behaviors of environmental regulation in detail. The point of view is that there are many stakeholders which have different behaviors in different games, so we can not divide the stakeholders into principle and agent simply, we should analyze according to the concrete circumstance.The next three parts explore the policies of environmental regulation deeply. Chapter six, the analysis of the command and control environmental regulation polices. This part defines the environmental-social-economic(E-SEc) synthetic appraisal, builds the index system of it, and appraises the actual situation by using of questionnaires. The appraisal result reveals that the public is not satisfied with the current situation, at same time this part gives some advices on it.Chapter seven, the analysis of market-based incentive environmental regulation polices, including the trade of emission permits and pollution charges system. This part explores the principle and strategies of the trade of emission permits system in our country. For pollution charge system, this part focuses on total pollution charges. The author also gives some improvement suggestions according to the existing problems. This part analyses the feasibility of turning pollution charges into pollution taxes. The point of view is that there existing the feasibility in our country, but we should implement at the appropriate time in nationwide basedon the trial operation.Chapter eight, the total analysis of ecological compensation system. Firstly, this part analyzes the basic theory of ecological compensation. Secondly, builds the PDCA recycle and operation system of it . And then designs the compensation paths and policy framework for its'limitation. At last, this part gives some advices on ecological compensation system in our country.Chapter nine, the actual analysis of the water environment of MinJiang river under PDCA recycle and feedback control model . The author analyzes the water environment situation and the existing problems deeply, builds the PDCA recycle and feedback control model of the water environment of MinJiang river. According to this model, this part explores the environmental regulation from six aspects.The major innovations of this paper are as follows:Firstly, builds and defines the PDCA recycle and feedback control model of environmental regulation,also draws its'operation graphs.Secondly, basedon analyzing the domestic and abroad representative environmental administration mechanism , aiming at the development and problems in our country, the author designs the mew mechanism which is suitable for China's situation.Thirdly, builds the principle-agent model and Nash negotiation model with bargaining power of environmental regualtion. This paper defines the pollution reduction strategic alliance of environmental regulation,and then builds the cooperation game model of the reduction fee allocation.Fourthly, defines the environmental-social-economic(E-SEc) synthetic appraisal,builds the index system of it, and using fuzzy-AHP synthetic appraisal method ,this paper appraises the actual situation by means of questionnaires.
