In the past 40 years of reform and opening up,China’s extensive economic growth model has led to increasingly serious environmental pollution problems.China’s environmental protection is under tremendous pressure.Environmental pollution has negative externalities.The market cannot effectively achieve environmental pollution,and the government needs to formulate environmental regulation policies to promote and achieve environmental governance.At present,socialism with Chinese characteristics has entered a new era,and economic development has also shifted from a high-speed growth stage to a high-quality development stage.Economic stability is the basis for high-quality development,and green development is a sign of high-quality development.Therefore,how to gradually reduce pollution levels and improve environmental quality under the premise of ensuring steady economic growth is the core issue in the theory and practice of environmental regulation policies.This paper first sets the government’s subsidy policy for clean industry in the dynamic general equilibrium model,and analyzes the impact of clean subsidy policy for clean industry output,polluting industry output,total output level and pollution discharge as the subsidy rate increases;Then,based on the government’s subsidies for clean enterprises,the government introduced tax policies for polluting enterprises to solve the pollution emissions and economic output levels under different policy combinations,and once again tested the economic growth and pollution reduction;Finally,Dynare software is used to solve the dynamic transfer path of output variables and pollution emissions from initial steady state to new steady state before and after implementation of different policy combinations.The main findings are as follows:Since clean enterprises use polluting products as their intermediate inputs,when the government subsidizes clean enterprises only,it stimulates polluting enterprises to expand their production scale.This makes both the pollution emission and economic output levels rise.Under the framework of clean production subsidies,when a low-intensity taxation policy is imposed on polluting enterprises,it could not change the phenomenon that the expansion of production scale coexists with the deepening of environmental pollution.On the contrary,if the taxation intensity of polluting enterprises is too high,it can lead to declines in pollution emission and economic output levels which means that going beyond the limit is as bad as falling short,that is the case of over-regulation of the environment.By adjusting the intensity of taxation on polluting enterprises and cooperating with the subsidy for clean enterprises,the government can give full play to the synergy and effectiveness of environmental regulation policies and then to realize the dividend of environmental quality improvement and economic output growth.Before and after the simulation to solve the different policy combinations,the economic output variables and pollution emissions from the initial steady state to the new steady state dynamic conversion path indicate:(1)compared with the initial steady state,the new steady state clean enterprise output level has been improved,and the level of pollution-type enterprises’ output is inversely related to the government’s intensity of taxation on polluting enterprises.As the intensity of taxation increases,the output level of polluting enterprises gradually weakens.The total output has remained relatively stable after being impacted,and the dynamic conversion path of pollution emissions is determined by changes in the output levels of polluting enterprises.(2)The "subsidy+medium tax rate" environmental regulation policy inhibits the growth of pollution emissions,while the dynamic conversion path of total output shows a stable and rising characteristic,reflecting the sustainability of economic growth.The possible innovations of this paper are:(1)Constructing a dynamic general equilibrium model including clean industry,polluting industry and energy sector.The polluting industries are mostly mining industry,raw material industry,etc.,and are mostly located in the upstream of the industrial chain.The clean industry is generally in the consumer goods industry.More clean industries are located in the downstream of the industrial chain.To highlight the characteristics of the industrial chain,some of the output of the polluting industry is used as an intermediate input for the clean industry to analyze characteristics of pollution emissions and economic output levels in different environmental regulation policies.(2)In the search for a policy mix that can achieve the dual goals of pollution reduction and economic growth,the clean subsidy policy is relatively stable,so there is no significant adjustment to the intensity of the subsidy policy;the intensity of the taxation policy is adjusted to make it different from the Chinese government.The fiscal policies implemented by the types of enterprises are in line with each other,providing a useful reference for environmental policy improvement in the green development of the economy,and through policy optimization simulations to find a policy mix that can balance the relationship between economic development and environmental protection.In the formulation of carbon emission reduction policies,the following recommendations are made:(1)The government should clarify the complex input-output relationship between various enterprises and the process of generating and flowing pollutants.Accurately grasp the direct and indirect effects between output growth and environmental pollution of different types of enterprises,and improve the accuracy and effectiveness of environmental regulation policies.(2)The government should fully understand the advantages and disadvantages of different types of environmental regulation policies,and use environmental regulations to set environmental regulation policies through the influence of different ways on enterprise production technology innovation or industrial structure optimization and upgrading;(3)the government is setting environmental regulation intensity At that time,only by setting the appropriate environmental regulation intensity can we encourage enterprises to implement structural reforms,thereby improving the technological innovation of enterprises and reducing the production costs of enterprises,and environmental policies can play the most effective role.(4)The government should shift the focus of environmental regulation from the end of governance to the front-end governance as soon as possible,and combine the front-end management,mid-end prevention and end-of-line management to promote the promotion and application of cleaner production models.Solve the problem of environmental pollution from the source and fundamentally,and achieve high-quality development under the multi-dimensional goal of stable economic growth,industrial structure transformation and improvement of ecological environment quality.
