New countryside construction policy which initiated by CPC provides guidance for dealing with "agriculture, rural areas and peasants" issues. Its major task is to promote the coordinative development of economy and environment in rural areas. However, in some rural areas, the development of industry, agriculture and tourist business is based on the overuse of ecological resources and environment deterioration, which is totally contradictory to the initial intension of New Countryside Construction policy. Therefore, it is very necessary to explore development modes which can contribute to both economic development and environmental protection. Nevertheless, the issue was seldom mentioned by current existing literatures both home and abroad. In this dissertation, based on the real situation and new village construction type of the rural areas in China, the author proposed reasonable and completed development modes, which can facilitate both economic development and environmental protection and enhance the healthy development of new countryside construction..The dissertation includes six parts:In part one, based on the significance, contents and task of new countryside construction with the combination of current situation of rural areas, the necessity to establish coordinative development modes of economy and ecological protection was stressed. The purpose of the study was identified through the literature review both home and abroad. The theoretical framework of coordinative development including rural development theory, cycling economics, sustainable development, ecological compensation, harmonious development theory and multi-functionality of agriculture etc. was further introduced.In part two, the theory of coordinative development modes of economy and environment was explored. Firstly, the peasants' economic development concepts are analyzed to identify the value of ecological protection; then the mutual interaction mechanism, development impediment and competitive relations between economic development and environmental protection in the process of new countryside construction were explained; finally, the basic forms of coordinative development modes were discussed from three aspects: ecological industry, ecological agriculture and ecological tourism.In part three, based on the above research and analysis on the current socio-economic situation of rural areas of China, the specific coordinative development modes are designed, which include six modes: industry-oriented development mode, characteristic-agriculture mode, livestock husbandry-oriented mode, recreation-oriented mode, business-oriented mode and tourism-oriented mode. The countermeasures to ensure the development and implementation of these coordinative modes were proposed.In part our, based on the field work on new countryside construction in North Jiangsu and example from garlic industry in Pizhou city, the institutional framework of coordinative modes was analyzed and proved.In the end, the main contents of the dissertation were concluded and discussed. The issues to be further studied such as choice of modes, organization design of production; formulation and perfection of related laws and improvement of these modes were pointed out.
