Study On Management Of Urban Sewage Treatment Concession

Urban sewage treatment has taken a significant role as an important public facility in improving environmental conditions, enhancing the quality of life residents, and promoting sustainable economic and social development. In recent years, market-oriented reforms at the core of concession have been implemented in Chinese urban sewage treatment, in pursuit of resolving the problem that Chinese urban construction of sewage treatment facilities seriously lagged behind and low operational efficiency. This paper studied deeply on management of the sewage treatment concession from the government's perspective by use of economic management theories and methods, Proposing management theory and methods of preparations for concession, choice of concessionary, price of sewage treatment fees and charges, maintenance construction of sewage treatment facilities and service quality, and applied these theories and methods to the practice of concession in Huaian's sewage treatment Jiangsu province.This paper analyzed the two concession system between "the operation system of Sewage treatment plants and sewage pipe network separation" and "the operation system of sewage treatment plants and sewage pipe network integration", proposing the concession system of separation should be adapted to sewage treatment. Aiming at the construction and transfer of sewage treatment facilities, through the analysis of the BOT and TOT model characteristics, the integrated model of BOT and TOT was put forward. After analyzing the key factors of sewage treatment plant pre-decisions--the scale of construction rational determination, sewage treatment technology programs reasonable choice, sewage treatment standards reasonable determination and rational approach to sludge cities, this paper proposed scientific decision-making method.Aiming at sewage treatment concession model of BOT and TOT respectively, this paper proposed the optimal timing of concessionary choices, and pointed out that sewage treatment concessionary access to the conditions and qualification requirement. Based on the concession competition theoretical model of Demsetz, the paper proposed that the most effective way of concession access is open tender competition, and pointed out that the open tender procedures. After the analysis of different evaluation methods, the two-stage evaluation methods for concession tender bid evaluation were put forward. By researching the necessity and the content of the sewage treatment plant concession for services price of sewage treatment fees regulation, this paper proposed services price composition and structure of the sewage treatment, and establishing services price formation mechanism of sewage treatment and sewage treatment concession bidding mechanisms. By use of analyzing the need for services price adjustment and the factors which affect the services price, the objectives and principles of services price adjustments were proposed, and the effective and feasible method of price adjustment was put forward.Through researching the quality management of sewage treatment concession, this paper studied the need for quality management, and defined the content of quality management for sewage treatment concession. By examining the quality characteristics and the formation of influencing factors for sewage treatment concession, this paper proposed the construction quality control procedures and control methods. Basing on research of the service quality management for sewage treatment concession, requirements of service quality and the content of quality management for sewage treatment concession were defined; the procedures and methods of service quality management for sewage treatment concession were adopted. After clearing the requirements and content of the sewage treatment facilities maintenance quality supervision and management, the quality management procedures and methods of sewage treatment facilities maintenance were put forward.
