The Study On Concession Pricing Of BOT Project Of Sewage Treatment

As the booming industry and urbanization push deeper,problems such as over-exploitation of water resources and serious water pollution also come one after another.Water environmental governance issues become a hot social concern,the BOT mode due to the policy of good,ease the financial pressure and effective professional advantages,is widely used in the sewage treatment industry,But failed for the BOT project of sewage treatment also happen from time to tome,research on concession pricing problems become the focus of the society and scholars.In 2018,National development and reform commission issued the opinions on innovation and improvement of the price mechanism for promoting green development,making it clear that the service price of the sewage treatment industry should take the market-oriented price linkage mechanism as the mainstream.In this paper,starting from the multi-stakeholder of sewage treatment BOT project and combining with relevant literature,20 influential factors of franchise pricing were obtained,and five key influencing factors were determined by questionnaire survey from the perspective of risk quantification:project construction investment,sewage treatment volume,operation cost,franchise period and investment return rate.Based on NPV cash flow idea,the basic pricing model of sewage treatment BOT project is constructed from the perspective of two-part pricing method,and the dynamic pricing method of five key influencing factors is given.Finally,a case study of sewage treatment BOT project in an industrial park in Yichun city was carried out.This paper considers the multi-benefit of BOT project in concession pricing research,and divides the price into fixed price and variable price,which conforms to the requirements of market-oriented price linkage mechanism,and gives some Suggestions for setting concession pricing of similar sewage treatment BOT projects in China.
