Recently, China's rapid economic growth has made great achievement. However, rapid economic growth at the back pay is a huge social cost, environmental degradation, depletion of natural resources and so on, including more and more serious problem of labor safety.Labor safety is the rights enjoyed by workers in the occupational labor to protect the personal safety against of occupational injuries. Labor safety is important to health and safety of workers, and to the development of the economy and social stability. Because of the existence of externalities and information Asymmetry, it is difficult to achieve labor safety through market self-regulation, so effective supervision of government must to be useful.At present, the problem of China's labor safety regulation is very prominent, especially accompanied by rapid economic development, the demand for energy and mineral resources increased more and more. Because of the lack of effective supervision, it causes labor safety accidents, enormous casualties and economic losses. In response to these questions, the paper work through the latest studies of safety regulation, then creates an economic analysis framework of a labor safety regulation. The status of China's labor safety regulation and the experience of labor safety regulation in other countries have been examined, and thus we provided the corresponding countermeasures and suggestions for the development of China's labor safety regulation. The research of this dissertation is composed with introduction and five chapters:0. Introduction. Presently, the status of China's labor safety is very serious. Research on labor safety would get important academic value and practical significance. We first explained the concept of labor safety regulation and related matters, and the research methods in this article, ideas, structure, and the main innovation.1. Research Summarize on Labor Safety Regulation. This chapter is divided into four parts: First of all, we introduced the theory of externalities and asymmetric information in accordance with labor safety regulation. Secondly, we introduced Marxist study of labor safety questions. Thirdly, we introduced the theoretical research literature of foreign scholars from three aspects of the effective monitoring research, information asymmetry problem and regulatory cost-benefit. Finally, we introduced the relevant theoretical research of domestic scholars from three aspects of the evolution of the regulatory regime, the study of the micro-monitoring behavior and the empirical research.2. The Economic Analysis Framework of Labor Safety Regulation. First, we searched the reasons of inadequate investment in labor safety in the views of cost-benefit. Second, we studied the patterns of behavior of he labor supply and demand from the perspective of labor economics. Again, we provided a Quartet game analysis for the labor security regulation to explain the labor safety problems caused by the underlying root causes. Finally, we get the causes of frequent mining accidents from the perspective of institutional economics analysis.3. The Status of China's Labor Safety Regulation. We studied the status of China's labor safety from the general of labor safety rules in industrialization. From the perspective of historical analysis, since the founding of our country on labor safety and regulatory system to study the history of research on the different periods of time to be a regulatory effect of Work Safety analysis of safety supervision in China's labor problems are summarized.4. International Experience of Labor Safety Regulation. The experience of labor safety regulation of foreign countries is specificity, but also has common features. In a market economy, China's labor safety regulation needs to learn from the successful experience of foreign countries. In this chapter, from some aspects of the main labor safety regulation, the legal system and regulatory characteristics of the United States, Germany and Japan, we took reference for Chinese reform of labor safety regulation.5. The Reform and Countermeasures of Labor Safety Regulation in China.Compared with developed countries, China's labor safety should be improved greatly. It mainly depends on continuously strengthen the supervision capacity of government and to improve regulatory performance. In this chapter, we proved the corresponding countermeasures and suggestions for the reform of China's labor safety regulation. First of all, for the objectives of China's labor safety regulation, we took an analysis of the trends of China's labor safety regulation. Secondly, for the principal contradictions of labor safety regulation in our country, we took an analysis of some relationship which should be deal well in reform of China's labor safety regulation. Finally, we provided appropriate countermeasures for reform of China's labor safety regulation from the aspects of organizational, legal, technical, policy and cultural.For the existence of externalities, information asymmetry and other factors make a wide range of issues of labor safety, and labor safety regulation has been needed. Recently, China's economy developing rapidly, so the demand of energy, mineral resources increased greatly. Because of the lack of effective safety regulation, it leaded to accidents of labor safety, and resulted in enormous casualties and economic losses. In this paper, through research on previous studies and study of the practice of labor safety regulation of typical countries, we try to build the analytical framework using the methods of economics analysis, and put forward for appropriate countermeasures. The innovations of our research are:Firstly, we studied the thought of classics of Marxism on the problem of labor safety, and explored the underlying causes of labor safety. In his theory Marx has given the question of labor safety concerns and the humane care of the workers. At the same time, Marx's theory of surplus value reveals the source of the problem of labor safety, which provided an important theoretical tool. Until now, It is still important and useful reference for our analysis of the current labor safety and regulatory issues.Secondly, from some aspects of the effectiveness of regulation, information asymmetry, cost-benefit research and the main micro-behavior, we sorted out the research literature of labor safety regulation of the modern economists, and build an analytical framework of the problem of labor safety regulation.Thirdly, through the study of labor safety regulation of the typical countries, we took an international comparison. Using the methods of law and economics, we studied the differences and common between different legal systems of the system of labor safety regulation and summarized the lessons for reference.Fourthly, using of game analysis, we took an analysis of main characteristics of the micro-behavior patterns in labor safety regulation, and put forward countermeasures for the reform of labor safety regulation.
