Research On Risk Warning Technology Of Product Quality And Safety Based On Social Tolerance

The research work of this thesis comes from the China natioanl twelveth five-year science and technology project,"Study on the safety verification and the risk warning technology of product quality"(project number:2013BAK04B03), undertaken by China Academy of Safety Science and Technology.With continuous development of the social economy and the growing range of products, safety incidents of product quality happen frequently in China, which may cause harm to people’s health and makes propertyto be damaged, and there are many accident caused by quality problems of Labor Protection Apparatus.. Because of different mental state, cognitive level and cultural differences, people’s tolerance to safety incidents of product quality is also various.In the thesis, the research work of Labor Protection Apparatus quality and safety risk warning technology is carried out from the perspective of social tolerance. According to the theoretical foundation of sociology and risk management, the theory of social tolerance to product quality and safety was established. Based on the system theory and the risk warning theory, and by using the methods of qualitative analysis, quantitative analysis and case study analysis, a theoretical and empirical research on the risk of Labor Protection Apparatus quality and safety warning technology was made.Research work and achievement of the thesis includes the following five aspects:First, combined with the principles of sociology, the public administration and the risk management, theoretical study of social tolerance of product safety was carried out, in which a number of factors influencing people’s cognitive ability, tolerance of product quality and safety risks were analyzed, and also the laws of people’s adaption, adjusting and reaction to product quality and safety risk, either as a whole society or as an individual, were studied to form the theory model of product quality and safety risks.Second, three types of evaluation system of Labor Protection Apparatus quality and safety related with the product internal hazards, i.e., physical hazards, chemical hazards, and biological hazards were set up; the index of exposure to risk factors, considering the exposure of all risk factors to human and citizens, was calculated. Third, based on product quality and safety risk assessment, the weights of each indicator in each evaluation system used in AHP were determined; the weighted arithmetic for obtaining the index value and the corresponding weights was made, resulting out early warning indicators to build the model of people’s tolerance of product quality and safety, and to sort out a reasonable early warning level.Fourth, through early warning experimantal research on industrial safety helmet, the rationality and scientificness of early warning methods was validated. The early warning method and model could be utilized in product quality and safety risk warning of the whole process of production, storage and marketing. Meanwhile, the early warning process by using the early warning methods and early warning models could be to dynamically warn risk hazards and to trace risk products. Therefore, the early warning methods and models play an active role during an incident.Fifth, the information management system of Labor Protection Apparatus quality safety was built up, and the system requirements were described. This system consists of three modules, i.e., the Labor Protection Apparatus quality safety information detection module, the Labor Protection Apparatus quality and safety testing information early warning module, and the alarm event of Labor Protection Apparatus quality safety module.
