Complex fault block reservoirs with moderate permeability have an important position in the developed onshore oilfield in China. But the development level is too low, which means that the potential is still high. In order to further understand the problems existed in the development as well as scientific development in later time, further research on later development technological policy and characteristics of remaining oil distribution of this complex fault block reservoir is needed by using percolation mechanics theory and mathematical statistics, the fuzzy mathematics and grey system theory and the combining method. It summarizes the development stages and technical policies. Based on the research of the characteristics of macro distribution of the remaining oil, the development technique and policy in the middle and late production periods of complex fault block reservoirs have been studied in order to reach the target of improving the development effect and increasing final recovery rate. Based on the study, following results have been obtained.1) The technique and policy, development characteristics and existing problems of complex fault block reservoirs with moderate permeability have been summarized. It is recognized that complex fault block reservoirs with moderate permeability has the characteristics of short period of stable production, fast water through, faults development and complex structure.2)It summarized and analyzed the potential and distribution rules of remaining oil. It is recognized that the potential distribution of remaining oil is mainly in the areas of secondary and third class reservoirs, the edge and corner of large faults and the area where the well pattern con not controlled.3) The adaptability evaluation method for development technology and policy has been determined. According to the characteristics of reservoir and fluid, combined with the index system obtained from the research, the adaptability evaluation method for development technology and policy is studied theoretically. When the theoretical system is applied to oilfield development, the effect of development in this kind of reservoir at the current economic and technological conditions are able to achieved, thus the real development potential of the reservoir can be obtained.4) Evaluation index system for the adaptability of development technique and policy has been set up. In this area, interdisciplinary research has been adopted, mainly including percolation mechanics theory, mathematical statistics, the fuzzy mathematics and grey system theory, and finally adaptability evaluation system has been obtained.5) Set up adaptability evaluation index system of development technical policies, in which interdisciplinary research has been used. Adaptability evaluation system has been obtained by using percolation mechanics theory and mathematical statistics, the fuzzy mathematics and grey system theory and the combining method.This has great significance in the effectively development adjustment for the complex fault block reservoirs with moderate permeability. At the same tine, it can also give a guidance to determine the technique and policy in various development periods of the similar oilfield and provide technical support to continuous development of Zhongyuan Oilfield. Through the analysis to technique and policy of various development stages, the existing problems in the development have been further recognized.
