The living environment of mankind is under threats as a result of the global climate changes and the repeated natural disasters, the United Nations have signed the "climatic change frame convention of the United Nations" in 1992, and have reached the "Kyoto Protocol" in 1997 in Japan, which set up the principle of common but differentiated responsibilities and set forth that the developed countries must control the greenhouse gas emissions at a level below the 5.2% of 1990. The "Kyoto Protocol", which is a international convention with binding force and entered into force in February 6,2005, opened up the practical stage of anti-global warming through the whole world.With the growth, rise and development of China has become the most important component of the globalization, China turns out to be the focus of the global environmental governance, which not only attracted worldwide attention but also caused the discussion among various parties. The global problems are subject to inspection at a macroscopic level. Beginning with the global governance, this article will analyze all previous key international environment conferences and the various standpoints from a international relationship and international law perspective.As a developing country, China take the common responsibility under the provisions of the protocol, yet is under no obligation to induce emission. The U.S.A once withdrew from the Convention in that China hadn't taken the responsibility. Even though had signed the Bali Roadmap later, U.S.A still boycotted China in Copenhagen summit meeting, and European Union also followed a policy of the carrot and the stick. Moreover, the small island country alliance, China's previous allies once, had grown hard feelings due to the fact that the territory was about to get submerged. In addition, whereas ecologic environment of China itself is fragile, and whereas the natural disasters keeps increasing in recent years, China has to face it seriously.The fast growth of economy brings the serious pollution, right now the China's discharge of pollutants has leaped to the first place in the world. However, China has to continue to develop economy by reason of there're so many poor people in China. On the premise of balancing the conflict between environmental protection and economic development, this article will inspect the international cooperation and legal norm, the practical side of whole inspection on environmental governance of China, and the future trend, meanwhile will aim at the sustainable development, which is the great revolution of the human life after the Industrial Revolution, and is inevitably avoided.The Chinese high economic growth brings the high pollution, the pollution withdrawal leap ascends the world first. However the home also has many person's life backwardness, is separated from poorly must the economic development. Under the environmental protection and the economic growth conflict, this article inspected that the international cooperation and the legal norm, the home governs the comprehensive inspection practice surface to the environment, as well as future trend. Will inspect the Chinese present achievement, look forward to the future achieves the sustainable development into goal. After this is the Industrial Revolution, the humanity lives the Great Revolution, will not have inevitably may avoid.
