Global climate change is one of the most important and challenging environmental problems in the world now, it brings to human society in many negative consequences, and it is gaining widespread attention in the international community and how to reduce greenhouse gas emissions to become the focus at the world climate negotiations and environmental policy research. In this context, the" United Nations Framework Convention on Climate Change" came into being. In its promotion, a specific implementation plan for the "Kyoto Protocol" has been put on the agenda, the "Kyoto Protocol" which gone through a difficult bargaining direction from the entry into force of the development step by step.The "Kyoto Protocol" to emission reduction as the overarching goal, and the specific emission reduction targets and timetable were established successively. A good platform was built for the international community to coping climate change which is the world's environmental problems, and a number of new mechanism to deal with the issue of global warming the world were established for international environmental cooperation which is a specific and feasible guidelines for action. The "Kyoto Protocol" entry into force has its historical importance, and it is a milestone in the human society to deal with the issue of global warming in international cooperation.However, the "Kyoto Protocol" which is designed to address such a problem of global warming had been denied by the George Government and there are three main reasons: First, the impact of the economic development of the United States; Second, unfair to the United States; Third, the uncertainty of climate science. The three reasons are to some extent of the inadequacy, from the United States in terms of domestic politics, the Congress of the constraints, the Government's lead, the impact of the petrochemical group played a major role in decision-making in the United States, and finally that led to the George Government made from the "Kyoto Protocol" of the decision-making.Analysis on the George Government's environmental diplomacy by withdrawing from the" Kyoto Protocol", we can see that the George Government's unilateralism of the characteristics of environmental diplomacy, but also fully reflects the George Government tried to utilizing environmental diplomacy to lead the international community in order to achieve the ultimate goal of national interests which is serving in the United States.It can be said that the sovereignty can not escape the restriction which is the ultimate of the national interests and it is clear that the limitations exposed in the global environmental governance, a sovereignty in the traditional concept of sovereignty, and geographical constraints, to maximize the pursuit of national interests, as well as the lag and instability of the formulation of policy for global climate had been created a resistance to cooperate. Therefore, in the global environmental governance, in the play the leading role of a sovereign state must be fully in command of the international role of governmental organizations and of the complementary role of international non-governmental organizations. The realization of a sovereign state, international non-governmental organizations and governmental organizations, the main three types of multiple co-operation, and through multi-main at the global, regional, national and even individual citizens on the operation of a multi-level, and ultimately the realization of multi-multi-layer global environmental governance.The full text contains the main four parts, from the George Government withdraw from the "Kyoto Protocol", the analysis of the reasons for which the George Government environmental analysis of the characteristics and the nature of diplomacy, and finally rose to the point of view of global environmental governance, to draw general conclusions.Introduction to the thesis put forward for the significance and researching at home and abroad and study the methods described.The first chapter expounded the "Kyoto Protocol" the nature mainly, introduced the "Kyoto Protocol" the background, the negotiation process, and the entry into force of the main contents.The second chapter analyzes reasons of the Bush Government to withdraw from 'the Kyoto Protocol's mainly. First of all, in this part, it expounded the three main reasons of the Bush Government as withdraw from the "Kyoto Protocol" under the pretext, followed by discussion of the United States 'multi-political forces in the United States withdraw from the "Kyoto Protocol" have played a role in what, how to lead the United States finally withdrew from the "Kyoto Protocol."The third chapter of the thesis on environmental diplomacy of the George Government made a more in-depth analysis, which revealed the roots of the problem that the Bush Government to withdraw from the "Kyoto Protocol". In this part, there has the interpretation of detail for the Bush Government of the characteristics of environmental diplomacy, intent and substance.The conclusions of the thesis from the perspective of global environmental governance to consider George W. Bush an inevitable environmental diplomacy, and try to multi-storey multi-governance model to build an effective global environmental governance system, to overcome limitations of the sovereign states in the global environmental governance. This part of the first from George W.
