More than a century ago, people have found a warming effect of greenhouse gases. In the late 20th century, repeating held meetings about the world's climate and environment have made topic of become the focus of attention around the world, the "Kyoto Protocol" which unite the efforts and hopes of all mankind was produced in this context as an attempt to save the global environment . Meanwhile, the "Kyoto Protocol" for the first time sets a legally binding emission limitation of temperature and amount of gas and it is so far the only international community's commitment to cut greenhouse gas emissions and curb global warming. It is because of its special status and significance of the history of the human environment has never made a deal like the "Kyoto Protocol" that aroused great attention and controversy, the study on "Kyoto Protocol" is of great significance.This paper introduces the background of "Kyoto Protocol", mainly from the global warming situation and the development of the Human Environment Conference , and then describes the preliminary consensus of "Kyoto Protocol", and analyse the meaning of "flexible three mechanisms " included in the "Kyoto Protocol" .This article also discusses the controversy about the truth of global warming aggrevated by the "Kyoto Protocol". It is precisely because the "Kyoto Protocol " has a very important role and significance of the truth that makes the discussion of global warming is more intense. This paper analyse the diametrically opposed views of Al Gore and Fred Singer , the British BBC television documentary "global warming hoax" ,"climate incident' of University of East Anglia and the results of the IPCC Fourth Assessment Report, Through the analysis of the ideas and events to study the "Kyoto Protocol" of scientific significance.The fourth chapter of this article focuses on the predicament of the "Kyoto Protocol" .the existence of global warming is not only scientific issues, but a political interests. Anlyses the reasons of the United States refusing to "Kyoto Protocol" and the Australian delayed approving of "Kyoto Protocol" to find the underlying causes of the troubles, the reason is the intense contradictions between the developed and developing countries. This paper also summarys analysis by the predecesssors and agerees the points about effective incentive mechanism , while anlyses the major defect of "Kyoto Protocol" is hard to satisfied by all participating countries .Finally, This paper study the content and results of the Copenhagen Climate Conference to analyze why lacking of consensus on the "Kyoto Protocol" remains , and prospects the future of the meetings on the environment and climate to try to seek new outlets for the " Kyoto Protocol " .
