Research On The Construction Of A Water-saving Society In Mianyang Based On The Ecological Carrying Capacity

This paper is concerning the research on theory of building a water-saving society and its practical problems. The basic thought of the research is to establish the theory system and practical model of a water-saving society suitable to our national reality on the basis of concluding and drawing lessons from the previous theory research achievements. During the construction of the theory system, four key points should be adhered to from the beginning to the end: The first is the construction of the assessment system of the sustainable development ability with the ecological carrying capacity in river valleys (including the carrying capacity of resources and environment as well as the ecological flexibility) as its main criterion. The second is the construction of water resource management system with the water rights and water market as its theoretical basis. The third is the construction of the operation system with the means of the market-oriented economy as its principle part. The fourth is the construction of the information system project in a water-saving society with digitalization as its main form. Under the support of the theory system, the research is proved by the practice of Peijing River in Mianyang City, Sichuan Province, which embraces the construction of the assessment system of the sustainable development ability, water resource management system, water-saving operation system and the information system project in a water-saving society. By means of substantial evidence and research, we test the theory of building a water-saving society and guide in time the undergoing trial work of building a water-saving society in Mianyang so as to increase the effective supply, reduce ineffective demand, promote the utilization efficiency and benefit of water, advance the harmonious co-existence between people and nature, and realize the sustainable development with the sustainable utilization of water to support our national economy. The results of the research and its practical utilization are as follows:1. The purpose of building a water-saving society is to realize the sustainable development with the sustainable utilization of water to support our national economy. So it is of vital importance to judge the sustainable development ability in river valleys and regions. The main yardstick to measure the level of sustainable development ability should be the ecological carrying capacity including the carrying capacity of resources, environment and the ecological flexibility. The greater the ecological carrying capacity is and the stronger the sustainable development ability is, the smaller the task of building a water-saving society will become. On the contrary, it will become bigger.2. The basis of building a water-saving society is to make the water rights clear. The main means to realize this is to lay down scientific and authoritative water resource program, which must be based on the further research and scientific understanding of the ecological carryingcapacity in river, valleys and regions. The assessment on ecological carrying capacity lays the foundation for water resource program, which is also the foundation of developing water resource management system, on the theoretical basis of the water rights and water market. Without the scientific and authoritative water resource program, the scientific and rational preliminary distribution of the water rights will not exist.3. The key to building a water-saving society is to make use of the market mechanism to develop the water-saving operation system. With the system formed by the clear water rights and the reasonable water price, it will be easy to make the transaction of the water rights and to speed up the development of the water market.
