| Water is the material basis of the survival of human beings and for the sustainable development of economy and society. Nowards, China faces the serious problems of water shortage and water pollution, and the water crisis directly affect the sustainable development of economy and society. Pingdingshan City belongs to a district of the serious shortage of water resources. With the rapid development of economy and the increasing of population, the sharp rise of water consumption of industry and agriculture and residents, the contradiction between supply and demand of water resources has become a main bottleneck of the sustained and rapid development of economic society in Pingdingshan City. The construction of water-saving society is the fundamental way to solve the short problem of water resources, which has the very vital significance, to remit effectively the interceptive restriction of the shortage of water resources, and realize the balanced and sustainable development of economic society and water resources.This paper is closely combined with the relevant laws and policy guidance of the construction of national water-saving society, based on the actual condition of Pingdingshan City. Based on the development situation of natural geography and social economic in Pingdingshan City, the main problems of water resources and the current situation of water saving were comprehensively analyzed. According to the supply and demand balance and reasonable allocation of water resources, the clear objectives and tasks of the construction of water-saving society were analyzed, some key areas of water saving, such as agriculture, industry, domestic water were studied. Furthermore, the construction plan, specific measures, the system construction and guarantee measures were put forward accordingly, then the economic benefit, social benefit and ecological environment benefit deriving from carrying out the measure of the construction of water-saving society were analyzed. |
