The amount of energy resources per capita of our country is only half of the world average level, thus, to realize the strategic target of the "sixteenth conference" of the Chinese Communist Party - to construct completely the middle-class society, energy industry must follow the way of sustainable development, and develop renewable energy rapidly. At present, there is still a great gap between the renewable energy development of our country and the international level. Facing the vigorous international competition after we enter WTO, it is important to develop the lever function of policy to promote the renewable energy development of our country.It is necessary to establish the computer model to carry on quantitative analysis and study of the policy. The classical mathematics method based on two-valued-logic can provide decision-making support for the structuralized problem. However, for the half-structuralized problem such as policy study, the classical mathematics method is inefficient because of the following reasons. Firstly, the classical method is unable to make the computer to identify the knowledge of relevant policy study directly; Secondly, the classical method is unable to make the computer imitate the fuzzy reasoning procedure of mankind; Thirdly, the classical method is unable to search for the solution in the policy space effectively.Based on the intelligent engineering theory, an innovative method of renewable energy generation policy for a half-structuralized problem was studied comprehensively in this dissertation, which overcame the abovementioned drawbacks of classical model methods. The main contents and contributions of the dissertation are as follows:(1) The Renewable Energy Generation Policy in China was analyzed qualitatively. The paper summarized the research methods of domestic and international model of Renewable Energy Generation Policy, and pointed out the limitation of the classical model. Then, on the basis of studying the evolving procedure of the domestic and international Renewable Energy Generation Policy, the merits and demerits of each Renewable Energy Generation Policy were evaluated, the framework of obstacle-factor-analysis of renewable energy development was set up, and the policy set of renewable energy alternatives was established.(2) The problem of knowledge formal expression of the renewable energy power was resolved. The paper put forward a method used to knowledge formal expression of renewable energy power, designed the framework of knowledgedatabase of renewable energy power, resolved automatic computer identification problem of the fuzzy information which represented the experience of policy decision makers, and provided a foundation for decision-making based on the computer model.(3) The computer simulation for the thought behavior of the decision makers of Renewable Energy Generation Policy was realized. This paper brought forward the construction method of the rule-database of Renewable Energy Generation Policy reasoning, designed the framework of computer simulation procedure on the implementation effect of Renewable Energy Generation Policy using the fuzzy mathematics theories, brought up the method of intelligent reasoning from the beginning node to the target node using computer automatically and continuously.(4) An efficient searching method for the solution in a policy space of the intelligent simulation system on Renewable Energy Generation Policy was presented. Referring to the a -superior solution method in intelligent engineering theory, the paper designed the searching-method of solution space of the intelligent simulation system on Renewable Energy Generation Policy, and proposed the evaluation index of the superiority of the policy path, reduced the searching number of solution space and avoided "combination explosion" problem resulting from the classical method of solution search, improved the effectiveness of the searching process.(5) As an example, the future wind power policy...
