The traffic flow theory is a set of models and method frames which aims is to study evolvement laws of traffic flow in time and space dimensions under some conditions. Equilibrium flow theory is to study how to assign traffic to networks under equilibrium constrains. There are four types of the classical traffic assignment model: deterministic network deterministic user equilibrium traffic assignment model, deterministic network stochastic user equilibrium traffic assignment model, stochastic network deterministic user equilibrium traffic assignment model and stochastic network stochastic user equilibrium traffic assignment model, they are in based of Wardrop equilibrium rule and link travel time function. Due to diversity of trip demands and affection by the traffic managements, these models only exhibit parts character of traffic flow. Under considering of our country' s traffic situation, the dissertation pay more interesting on effect that traffic flow suffer from walk and bicycle and a synthesize analysis model is proposed. By combining cell-transit model with variational inequality formation of dynamic transportation analysis, the cell-based variational inequality formulation of dynamic user optimal assignment model is used to evaluate quantificational the affection of different management strategies cutting traffic congestion. The main works is concluded as follows:1) The traffic analysis models not only comply with equilibrium conditions, but also accommodate affection of variance traffic management, so that they can suit for different motive evaluation of transportation. The classical traffic assignment model could accommodate effectively this situation by affiliate the side constraints. Nowadays traffic congestion is very popular and people exposure in stochastic travel time situation and collect useful information about network travel time from daily travel experiences, this information will help them more. In this paper the travel-time learn process model was summary, and the degrade causation of link transit ability is classified into two types: inner causation and exterior causation. Inner causation is that the increased numbers of vehicle in link decrease the link transit ability and exterior causation is caused by traffic flow outside, such as ambulation flow and bicycle flow etc. After that a new traffic assignment model is proposed to accommodatethis travel-time stochastic situation, and people choice alternative routes by balance two criterions: the shortest travel time criterions and small variance of travel time criterions. The examples show that the new model gives more extensive description than the former. Further more the traffic flow theory is applied to analysis traffic congestion occurred in the link in front of crossway so that the refined model could reveal real action of traffic flow more than the former.2) Auto-industry is one of country base industry. Traffic use limits is the main demand policy nowadays, the policy encourages to own self-vehicle rather than to use vehicle in excess. By imposition congestion toll, the road users could keep touch with the whole cost, include which paid by themselves and which of inconvenience to others product by them, so that it is useful to keep balance between traffic supply and demand under some degree level of service. When the time value of road users cannot get exactly, how to make certain congestion to! 1 is studied in this dissertation.3) For balance the city land-use and development of transportation, the transportation affection evaluation of new construction is introduced. In this paper, the cell-based variational inequality formulation of dynamic user optimal assignment model is used to evaluate quantif icational the affection of different management strategies cutting traffic congestion, and build foundation stone of evaluation mechanic to resist transportation service worse due to new construct project.4) The more development of science and more need of traffic management, people pay more attention to the technical of collection traffic...
