In the plain area, there are dense population, developed economy and large-scale infrastructure. The imbalance between supply and demand of water resource is conspicuous. The main ways of the development, management and utilization of water resources in this area is to reduce the expenditure and exploit new resources. Due to the disadvantages in plain reservoir, such as evaporation, seepage and sedimentation, whether we build the plain reservoir, it become the focus that academia disputes for a time.On the basis of analyzing plain reservoir's function characteristics in detail, this dissertation has demonstrated the necessity to build a plain reservoir with scientific planning and suited measures to local conditions.In this paper, author constructed a new model about the development and utilization of water resources, discussed the issue about flood resources in the plain reservoir, Author also provided the calculation theory and method of the usable amount of flood resource separately.This paper set up the calculation model about the flood complements the groundwater of the plain reservoir as flood detention; With controlling reducing and abandoning water dynamically of flood limit water level to the comprehensive utilization plain reservoir, have set up, gone up and mediated, two kinds of flood limit water levels of fuzzy reasoning and controlled the mode dynamically, provide the calculation model of risk rate about controlling flood limit water level dynamically.According to the characteristic of hydraulic relations between surface water and underground water, author analyzed and researched the mathematics model of plain reservoir about unite simulation of surface water with the groundwater system, based on coupling of distributed space unit water conservancy, adopt SOR and Gauss-Seidel law to solve the mathematics model, and have studied the computing technology of the submergence of reservoir water and criterion.Based on the criterion of the expenses and water supply, we can set up a united controlling model of river and aquatic layer, plain reservoir and aquatic layer, upper and lower water sources of plain reservoir conjunctive regulation, and give a full play to the union regulation and control function of the reservoir between surface and underground reservoir.Utilizing the great system optimization principle, with optimize and simulation, the author give a model of optimized adjustment and control system about surface water system and groundwater, by the coupling of water exchange, and realized the optimum of the whole system.According to the interdependence and uncertainty of the natural surface flow series, Using Markov's chain model in weighted and fuzzily, we can predict and analyze the reliability of water supply system.From the angle of the operation of water supply continuously, we can set up the risk simulation model of water supply system about plain reservoir.Take Shifosi reservoir project as an instance, author analyzed the problems ofplain reservoir dialectically, regard expanding the water resources utilization amount as our objectives, built up the mode of development and utilization of water resources,— based on plain reservoir systematically.This paper could provide reference and direction to scientific plan, such as rational construction, development and utilization of water resources and management in plain reservoir.
