As one of the most important features in power market, ancillary service plays a critical role in ensuring the stability of power system and the quality of power energy. The transaction mechanism of ancillary service market is one of the important research fields, which includes a series of problems: how to build scientific and rational operating mechanism, how to quantize ancillary service and set its reasonable price, how to coordinate the relation between ancillary service and power energy market, and how to coordinate the relation among all kinds of ancillary services and so on. Another important research aspect is the optimization of ancillary service market, which includes the following problems: how to implement the dynamic optimal control of AGC, how to determine the optimal reserve capacity, how to optimize the peak load plan, how to optimize voltage and reactive power ancillary service and how to coordinate and optimize the interest of all kinds of ancillary services and so on. A series of ancillary services optimization algorithms involved with the above problems become active fields of ancillary service market study, many of which are interrelated, and are also difficult points for theory research and practice of power market. Therefore, there are a lot of problems on two topics — the transaction mechanism and the optimization algorithm in ancillary service market — to be studied further and solved.The paper has studied two important problems. The first is the transaction mechanism of AGC and reserve ancillary service .The second is the optimization of them. This paper pays close attention to the optimization of ancillary service. There are some creative productions, and the major go as follows:1.The paper initiatively proposes the primary and secondary frequency regulation dynamic decoupling model, which not only overcomes the drawbacks of traditional model but also is suitable for analyzing the dynamic frequencycharacteristics in the market environment.2. Based on the frequency regulation dynamic decoupling model, the AGC regulation cost and frequency response model is set up by introducing the price factor. Without changing system frequency response characteristics, this model realizes optimal control of AGC and reduces frequency regulation cost..3. Based on AHP-Analytic Hierarchy Process, this paper proposes a comprehensive method to evaluate the AGC units, which is applied for the AGC compensation and auction.4. This paper sets up interruptible load compensation mechanism by introducing outage threshold price. The mechanism reasonably solves the difficult relation problem existing between compensation and encouragement caused by utilizing interruptible load in the market environment, and provides a basis to use the interruptible load as a kind of resource to ensure the power network operating safely.5. Utilize interruptible load to replace a part of reserve capacity and build the mathematic model for determining optimum reserve capacity. The practical research results of SiChuan power grid show that the model can get the optimum reserve capacity without changing security of power system.6.The paper also grasps the characteristic of peak load price by determining peak load price according to the relation between demand and supply. The optimization and redistribution of the limited resource is realized through the regulation of the peak load price. It is suitable for us to alleviate shortage of electric power at the beginning of Chinese power market reform.Generally, this paper is divided into two parts:The first part includes Chapter 2,3,4, which are research on the optimization and transaction mechanism of AGC ancillary service. Firstly, it presents the dynamic decoupling frequency control model based on the frequency control theory, which is suitable for analyzing the dynamic decoupling frequency in the market. Secondly, it builds the AGC frequency and price dynamic responses model, which enforces the economic element. Finally, the transaction model for AGC compensation or auction is proposed.The second part includes Chapter 5,6,7. Firstly, it puts forward the interruptible load compensating mechanism in power market by introducing the interruptible loadwhich is sorted as additional power resource as a part of system reserve. Secondly, the algorithm of optimum reserve capacity is proposed according to the the interruptible load compensating mechanism. Besides, it presents the joint responses mechanism between peak load price and interruptible load. The mechanism can determine the peak load price by the relation between supply and demand, and also adjust the relation between supply and demand according to the peak load price.Further more, Chapter 1 concludes the research fruits on the transaction mechanism and optimization algorithm of AGC and reserve ancillary service in demestic and overseas exsiting literatures, and summarizes this paper. Chapter 8 gives a brief summary of the paper and a prospect of future study.In a word, the paper makes research on AGC and reserve ancillary service based on the practical projects of ancillary service market and the 973 project. New transaction mechanisms and the optimization algorithms are proposed based on the existing research results. The research results have theoretical significance and practical value on the establishment of ancillary service market and the improvement of safety and reliability of system operation.
