There are three modes of the measuring instruments since they came out: traditional hardware instrument, now popular software based virtual instrument (VI) and intelligent controls-oriented virtual instrument (ICVI) which is call Qin's Model virtual instrument. The main aspects of the research are the concept, forming principle, scientific connotation, mathematical modeling, software architecture of this mode of instruments and its non-programming development system.The concept, principle, scientific connotation of Qin's Model and its further development—rock model are deep discussed. ICVI is a new pattern of instruments, and its heart is Intelligent Virtual Controls (IVC). The main idea of Qin's Model is: unintelligent virtual controls (Non-IVC) can be turned into intelligent instrument units with the function of measurement instruments by the function endowing and test fusing, which can be used as basic building blocks for various complex virtual measurement instruments on a PC. Three important concept of Qin's Model are function endowing, test fusing and assembling like building blocks, which are the basis of the theory and technology for designing development system. The concept and principle of Qin's Model, model element of IVC, forming principle of IVC based on function endowing and test fusing, and E-F function about the implement of function endowing and test fusing are introduced. The characteristic of IVC is it fuses the function modules and the controls modules so that the relationship between the functions and controls of an instrument is imbedded in one or more units. The implementation of IVC evolves instrument from whole to part, and changes radically the mode of design and manufacture instruments, and makes the instrument integration of higher level possible. Rock Model is the inheritance and development of Qin's Model, which deep integrates measuring functions and instruments. Rock Model builds the border existed but no limitation uniform model of the mechanical measuring instruments and sets up a huge instrument bank. The emergence of huge instrument bank based on rock model ends the era of single instrument. From now on the operation unit is not only a single instrument but also an instrument bank including series of instruments.The development system model and the uniform model of ICVI, and the configuration of the models are introduced through studying the quintuple model of system modeling and the method of modularized modeling.
